Hai Phong has deployed E-Government Architecture and the Local Government Service Platform (LGSP): 100% of documents exchanged between state administrative agencies are in electronic form; 100% of agencies implement interconnected document management systems from provincial down to commune levels.

To secure the top position nationwide in administrative reform in 2021, Hai Phong leaders have always defined administrative reform as a central mission mobilizing the participation of the entire political system, prioritizing focused direction, and executing it perseveringly and routinely.

In tandem, municipal leaders vigorously innovate direction and management methods, strengthening online meetings and minimizing unnecessary gatherings. Quarterly dialogues are organized with citizens and enterprises to address hurdles and inquiries. Concurrently, information and communication plans on administrative reform are deployed to disseminate best practices, promptly identifying, rectifying, and remedying deficiencies and obstacles.
