In his opening remarks, Do Manh Hien, Standing Deputy Secretary of the City Party Committee, emphasized that the workshop was a meaningful and necessary event that would contribute important solutions to realizing the city’s sustainable development and green growth objectives. He affirmed that, as climate change becomes increasingly complex and natural resources gradually decline, green transformation is no longer an option but an urgent requirement and a mandate of the times.

Standing Deputy Secretary of the City Party Committee Do Manh Hien delivers guidance at the workshop
According to Do Manh Hien, as one of Vietnam’s leading economic, industrial and seaport centers, Hai Phong is deeply aware of its role and responsibility in protecting the environment and responding to climate change. Hai Phong is proud to be one of the leading localities in developing and implementing action plans for green growth, demonstrating a strong commitment to sustainable development.
Hai Phong has consistently maintained the view that it will resolutely not trade the environment for purely economic growth. The city aims to develop its economy alongside environmental protection, ensuring harmony between economic and social interests for the sustainable development of the city and future generations.
To realize this direction, the Executive Committee of the City Party Committee will issue a resolution on green transformation in the first quarter of 2025, serving as a basis for all levels, sectors and localities to implement it synchronously and effectively.

Le Trung Kien, Head of the Hai Phong Economic Zone Authority, emphasizes that the green and circular economies are not merely fashionable concepts but an inevitable global development trend.
Le Trung Kien, Head of the Hai Phong Economic Zone Authority, stated that with their current scale, Hai Phong’s industrial parks and economic zones have attracted more than 840 projects with total investment of nearly USD 48 billion. This has brought annual electricity consumption to 2.76 billion kWh, increasing by 15% each year; wastewater to 8 million cubic meters per year; and waste to 1.5 million tonnes per year. There are also problems involving dust, noise and other forms of environmental pollution.
Le Trung Kien therefore emphasized that the green and circular economies are not merely fashionable concepts but an inevitable global development trend. In response, industrial parks in Hai Phong have taken the lead in green transformation, notably DEEP C and Nam Cau Kien, 2 of the 5 industrial parks nationwide pioneering ecological-model green transformation.

City leaders and investors at the workshop
In addition, many enterprises in the industrial parks are actively pursuing green transformation by using renewable energy and recycled materials and working toward ESG objectives, demonstrating responsibility toward the community and workers. Practice shows that reducing negative environmental impacts is not only a social responsibility but also a lever for improving competitiveness and building a sustainable brand.
Le Trung Kien expressed the hope that the workshop would comprehensively assess emissions and environmental issues in Hai Phong’s industrial parks and economic zones; analyze opportunities and challenges in the green transformation process; share experience from pioneering domestic and international eco-industrial park models; propose a synchronized and feasible system of solutions to promote green transformation in industrial parks; and build consensus and commitments to action among all stakeholders.

Discussion on green industrial park development
The workshop was one of the Hai Phong Economic Zone Authority’s practical actions demonstrating its role as a driver in responding to the city’s annual theme and meeting the development requirements of industrial parks and economic zones in the new circumstances.
