Vice Chairman Le Trung Kien reviews site-clearance progress for investment, construction and infrastructure projects

On the afternoon of November 17, Vice Chairman of the Hai Phong City People’s Committee Le Trung Kien conducted an on-site inspection and held a meeting to review site-clearance progress and construction investment at infrastructure investment and business projects: the Tien Lang Airport Industrial Park (IP) (Zone B) in Chan Hung Commune; the Tran Duong–Hoa Binh IP (Zone A) in Nguyen Binh Khiem Commune; and the Tien Thanh IP in Tien Lang and Tan Minh communes.

Vice Chairman Le Trung Kien conducts an on-site inspection of the projects.

At present, the three projects are being actively implemented by the localities and investors, who are completing procedures and accelerating site clearance to serve their commencement and construction.

For Tien Lang Airport IP (Zone B), the project covers 186.49 hectares, is invested by C.E.O Industrial Park Development JSC, and has total capital of more than VND 2.795 trillion. No site clearance has yet been completed. Chan Hung Commune has established a site-clearance council, selected a consultant to determine land prices, and expects to allocate about 100 hectares in the first land allocation phase in November 2025. The investor is completing environmental, fire prevention and fighting, and feasibility-study procedures, and has committed to commence construction on December 19, 2025.

The main difficulties are that residents have not agreed with the compensation prices, petitions concern land contributed through land consolidation, and no resettlement plan has been prepared. The Economic Zone Management Board asked Chan Hung Commune to soon propose a resettlement location for appraisal.

At Tran Duong–Hoa Binh IP (Zone A), the project covers 207.95 hectares and has total capital of more than VND 3.259 trillion, with Hai Phong Titan JSC as the investor. The project was granted an investment registration certificate in July 2025. No site clearance has yet been completed. Nguyen Binh Khiem Commune expects to complete approval of the first site-clearance compensation and support plan in November 2025 and hand over land from December 2025. The investor is preparing the feasibility study report, fire prevention and fighting dossier, and environmental impact assessment. The Economic Zone Management Board asked the investor to ensure the schedule stated in the investment certificate.

Tien Thanh IP covers 410.46 hectares and has total capital of more than VND 4.597 trillion. Site clearance has been completed for 119.56 hectares (29.13%), and all cleared land has been handed over. Site clearance continues in several phases; in Phase 2, 23.1 of 51.66 hectares has been completed. The investor has levelled about 2.5 hectares and is selecting a construction contractor to accelerate implementation. The Economic Zone Management Board requires the investor to ensure implementation capacity; otherwise, replacement will be considered in accordance with the city’s direction.

Vice Chairman Le Trung Kien concludes the meeting.

After conducting the site inspection and hearing reports from the units, Vice Chairman Le Trung Kien asked the localities to complete approval of land prices in November and strengthen official public-information activities so that residents receive full, transparent information suited to the actual conditions of each area; inaccurate information on social media must not be allowed to create confusion or affect public sentiment.

The Vice Chairman assigned the Economic Zone Management Board to closely monitor progress, especially the December 19, 2025 commencement milestone for Tien Lang Airport IP. Before December 30, the units must hand over 50 hectares of cleared land; in the following week, they must submit the resettlement plan and clarify the criteria, scope and area to be arranged.

For Tran Duong–Hoa Binh IP, he requested the urgent approval of land prices and a commitment to hand over the site before the Lunar New Year. For projects that already have resettlement areas, plans to move residents in must be prepared soon to ensure stable living conditions.

The Vice Chairman asked the local party committees and authorities to issue thematic resolutions on site clearance, especially for industrial-park projects; all obstacles must be reported promptly so they can be resolved immediately. He also required the entire political system to become involved, strengthen mobilization and build consensus among the people; appropriate support solutions will be considered for affected residents who suffer disadvantages. The Vice Chairman assigned the City People’s Committee Office to finalize and issue the conclusion notice for the units to implement./.
