Since July 1, 2025, after being established through the merger of two provincial and municipal Party Committees, the Party Committee of the Hai Phong City People’s Committee promptly discussed and agreed to issue decisions and organize a conference announcing decisions on organization and personnel under its Party Committee. It also issued documents serving as a basis for direction so that subordinate Party committees and Party organizations could soon stabilize their operations effectively and smoothly. During the first nine months, the Party Committee directed grassroots Party committees to establish eight Party organizations; appraised and decided to admit 650 outstanding individuals to the Party, reaching 58.03% of the assigned target, including 166 Party members admitted in the non-state enterprise sector against a target of 210, reaching 79.04%; and recognized 417 official Party members. The Party Committee now has 54 affiliated grassroots Party organizations (49 Party Committees and 5 grassroots Party cells), with 1,224 Party cells and 54 branch Party Committees, and a total of 20,449 Party members. Political and ideological work and mass mobilization received attention, while inspection and supervision followed the approved programs and plans.

The Party Committee of the Hai Phong City People’s Committee focused on leading and organizing grassroots Party Congresses on schedule and with quality. In particular, it successfully organized the first Congress of Delegates of the Party Committee of the Hai Phong City People’s Committee for the 2025–2030 term and effectively implemented tasks that made an important contribution to the success of the first Congress of the Hai Phong City Party Committee for the 2025–2030 term. The thinking of officials and Party members remained stable, with a high degree of unity and absolute confidence in the Party and State’s guidelines and directions and those of the city in implementing Resolution 18-NQ/TW on reorganizing and streamlining the organizational apparatus. Officials promoted a pioneering and exemplary spirit, dared to think, act and take responsibility for the common interest, thereby completing a large volume of work in a short time and producing practical results.

The Executive Committee of the Party Committee focused on leading and directing the coordinated implementation of solutions for socio-economic development, achieving many positive and fairly comprehensive results. Socio-economic conditions remained stable and broadly followed the growth scenario: GRDP in the first nine months was estimated to increase by 11.59% (12.38% in the third quarter of 2025), ranking second nationwide and highest among the six centrally governed cities. Public investment disbursement reached 66.5% of the capital plan assigned by the Prime Minister, higher than the same period and exceeding the scenario. The organizational apparatus was streamlined and consolidated in a coordinated manner; administrative procedures were standardized, processing times shortened, and the rate of files resolved early or on time was high.
