Hai Phong continues to demonstrate its strong appeal as billions of dollars in investment capital keep flowing into industrial parks and economic zones across the city.
During the first eight months of 2025, industrial parks and economic zones in Hai Phong attracted an additional USD 15.3 billion in registered investment. Of this amount, foreign direct investment (FDI) reached USD 1.8 billion, accounting for 94% of the city’s total FDI and 37.5% of the annual plan; domestic investment (DDI) exceeded VND 315 trillion (USD 13.5 billion).
By the end of August 2025, Hai Phong’s industrial parks and economic zones had 1,353 valid projects with total registered capital of USD 63.3 billion. Of these, 997 FDI projects accounted for nearly USD 42.2 billion, while 356 DDI projects reached USD 21.1 billion. The flow of billion-dollar capital into Hai Phong not only marks a transformation in the city’s scale, but also reflects the Port City’s ambition to integrate and reach the international stage. Hai Phong is becoming increasingly attractive to investors, reinforcing its position in high-tech industries, processing and manufacturing, seaports and logistics, consolidating its status as the leading industrial centre in northern Vietnam and bringing the city closer to its goal of becoming a global manufacturing growth pole.
In the remaining four months of 2025, the Hai Phong Economic Zone Authority aims to attract approximately USD 3 billion more in FDI and strives to complete the plan to attract USD 4.8 billion in FDI to industrial parks and economic zones, within the city’s total 2025 target of USD 5.5 billion. This is an important step for Hai Phong to maintain its position as an industrial “growth pole” of the northern region and the country.
To realise this goal, Le Trung Kien, Head of the Hai Phong Economic Zone Authority, said that the Authority would continue to intensify investment promotion in existing industrial parks, with an expected total value of USD 1.42 billion; work with operating enterprises to encourage approximately USD 1 billion in expanded investment; and turn signed memoranda and commitments into specific projects worth approximately USD 500 million. It will also organise promotion missions to key markets such as South Korea, Japan, China and Singapore to attract approximately another USD 1 billion…
In addition, several major projects are expected to be strongly promoted in the final months of the year, including the Trang Cat urban and service area project, with an investment scale of approximately USD 1.2 billion; the LNG power plant project, with total investment of USD 3–4 billion; and cooperation with CTP Group, a European industrial-park developer. These are driving-force projects that will improve the quality of investment attraction and create new development space for the city.
A new highlight and growth driver for Hai Phong is the southern coastal economic zone, covering 20,000 hectares, including approximately 2,909 hectares of reclaimed land. Major projects planned for the zone include Tien Lang International Airport, Nam Do Son deep-water port and a free-trade zone. The master plan for construction of the southern coastal economic zone of Hai Phong is expected to be completed in October 2025.
Under the orientation, by 2030 the southern coastal economic zone will play an important role, connect with neighbouring economic zones and form a chain of coastal economic zones that drives development across the Red River Delta. It will also become Hai Phong’s new “eagle’s nest” for welcoming investment from major domestic and international corporations and enterprises, especially in chip manufacturing, semiconductors and electronics.
Hai Phong currently has two economic zones with a combined area of 42,540 hectares and 43 industrial parks covering 12,119.82 hectares. Average investment in industrial parks reaches USD 13 million per hectare. The eastern area of Hai Phong has 23 industrial parks covering 8,486 hectares, focusing on high-tech industries and logistics linked to the seaport system. The western area has 20 industrial parks covering 3,366 hectares, oriented toward supporting industries and processing…
