Leaders of the two localities sign a coordination plan and agree on several matters concerning implementation of conclusions of the Politburo, the Party Central Committee Secretariat and central documents on merging Hai Duong Province and Hai Phong City and reorganizing commune-level administrative units.

The Conclusion agrees to continue strengthening information, communication, dissemination and study of the central policy on merging Hai Duong Province and Hai Phong City, reorganizing commune-level administrative units, and understanding public and people’s opinions in the two localities.

The Hai Phong Party Committee of the city People’s Committee was assigned to lead and closely coordinate with the Hai Duong Party Committee of the provincial People’s Committee to finalize the draft, report it to the two Party Standing Committees for approval, collect voter opinions and implement subsequent steps in accordance with regulations, ensuring that the scheme is reported to the central authorities on schedule.

The Hai Phong Party Committee Organization Commission was assigned to lead, in coordination with the Hai Duong Provincial Party Committee Organization Commission, the development of principles and criteria for arranging officials managed by the two Party Standing Committees after the merger. For schemes to merge specialized advisory and support bodies of the Party, People’s Council, People’s Committee, Vietnam Fatherland Front and socio-political organizations, mass organizations assigned tasks by the Party and State; to establish or merge grassroots-level superior Party organizations under the city and provincial Party Committees; and to merge the National Assembly delegation, the relevant agencies and units of Hai Phong will lead and coordinate with their Hai Duong counterparts to prepare schemes and report them to the two Party Standing Committees for unified approval.

Regarding commune-level administrative units, the two sides agreed to reduce the existing number in the two localities by approximately 70%; newly arranged commune-level units must meet the conditions under Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the National Assembly Standing Committee.

The sides basically agreed with the orientation for arranging offices, transportation and housing for Hai Duong officials, public employees and workers under the proposal of the Standing Committee of the Hai Phong Party Committee. They also agreed to continue surveying needs and study a reasonable arrangement for some officials and public employees to work simultaneously at Hai Duong’s current administrative headquarters and Hai Phong’s Political and Administrative Center during the initial merger period. They will study and invest in a transport route connecting Hai Duong City and Hai Phong at a scale matching Hai Phong’s position after the merger, meeting people’s travel needs and the city’s future development orientation. The Hai Phong Party Committee of the city People’s Committee will lead, coordinate with its Hai Duong counterpart, propose a specific plan, advise on amendments to the 2021–2025 public investment plan and report it at the next session for urgent implementation.

For the city’s post-merger socio-economic development plan, the two sides agreed to assign the Hai Phong Party Committee of the city People’s Committee to lead, in coordination with the Hai Duong counterpart, research and development of a post-merger socio-economic development plan that ensures the growth target. They will also prepare the 2021–2025 medium-term public investment revenue and expenditure estimate and public investment plan, as well as the 2025 annual public investment plan, ensuring completion of socio-economic targets under central direction.

Agreement on preparing the Political Report and preparations for the Hai Phong Party Congress after the merger

For preparation of the Political Report to be submitted to the Hai Phong Party Congress after the merger for the 2025–2030 term, the sides agreed to use the current Hai Phong Party Committee’s draft Political Report as the basis for both localities to supplement and update and prepare a common report.

They agreed to establish a working group to advise and assist the two Party Standing Committees in developing and implementing the merger scheme and coordinating organization of the Hai Phong Party Congress after the merger for the 2025–2030 term, in accordance with central and local Party directives. The group will operate from April 22, 2025.

They agreed to direct the review, inspection and comparison of valid legal documents issued by the People’s Councils and People’s Committees of Hai Duong Province and Hai Phong City, especially documents on special regimes and policies, planning, investment and specialized state management, to propose amendments or repeal overlapping, contradictory or unsuitable documents. Newly issued central policies that delegate authority to localities but have not yet been issued by the two localities will also be reviewed, with a view to developing a unified and synchronized legal document system for the new administrative unit.

The two sides agreed to review their organizational systems and administrative procedure information to ensure seamless connection and operation at all levels; develop a plan to integrate specialized databases, assign focal points, set an implementation roadmap and ensure information security. On that basis, they will adjust and merge digital transformation plans and identify key tasks in the Action Plan implementing Politburo Resolution No. 57-NQ/TW dated December 22, 2024 for application to the new administrative unit./.
