After one month of officially implementing the two-tier local government model, Hai Phong has recorded many positive results, clearly reflected in a streamlined apparatus, more effective government operations and improved service quality for people and enterprises.

The system of Public Administration Service Centres, from the city to the commune level, has initially played a central role in administrative reform and digital transformation. At the city level, the centres, located in Hoang Dieu Ward and Le Thanh Nghi Ward, have received and processed nearly 1,900 administrative procedures under 13 departments, committees and vertically organised agencies. In their first month of operation, they welcomed 6,858 citizens and received 8,306 dossiers. They also received and processed 462 feedback items and recommendations related to administrative regulations; 322 had been resolved with results made public, while 140 were still being processed.
The city Public Administration Service Centres have actively applied information technology in management, administration and public-service delivery. All daily, weekly, monthly, quarterly and annual reports have been digitised on the city reporting system; report forms on dossier reception and processing are provided online for convenient and visual monitoring and supervision. The centres have also coordinated with the Department of Science and Technology to simplify online payment procedures and integrate administrative-procedure processing progress into Zalo, creating maximum convenience for people and enterprises. Electronic dossier-tracking and results-return registers have also been integrated for city- and commune-level centres.
At the commune level, localities have arranged premises for the centres, publicly posted addresses and hotlines, and listed all 328 procedures under their authority. This facilitates access to procedures and the submission of feedback and recommendations. The brand identity systems of commune-level centres have been installed consistently in accordance with Government Office guidance. Communes, wards and special zones have basically arranged functional areas in a reasonable process, making it convenient to guide applicants, receive dossiers and return results. Internal and electronic procedures for matters under their authority have been developed on the city’s administrative-procedure information system or according to the procedures of the responsible ministry or sector, improving work resolution at the grassroots level.

From July 1 to July 28, 2025, commune-level centres welcomed 253,363 citizens, received 193,414 dossiers and processed 149,916 dossiers. Most localities have operated administrative-procedure software effectively and connected it with the National Public Service Portal, the national population database and the administrative-procedure database, increasing transparency and service effectiveness.
Some localities have proactively introduced creative models to improve service quality. Examples include a Zalo community group for online questions and advice on administrative procedures in An Phong Ward; assigning civil servants and Youth Union members to guide citizens from the entrance at Le Chan Ward, Chi Minh Commune, Hong Chau Commune and Tu Ky Commune; and a “No Writing Day” in An Khanh Commune, where civil servants help residents fill out papers and dossiers, except for procedures prohibited by regulations.
According to Government Office statistics, Hai Phong has consistently ranked among the country’s leading localities in the number of dossiers synchronised to the National Public Service Portal. From July 1 to 15 it ranked 4th out of 34 provinces and cities; from July 16 to 21, 2nd out of 34; on July 22, 8th out of 34; and from July 23 to 28, the city rose to first place out of 34.
These initial results affirm the effectiveness of the two-tier local government model in Hai Phong and create an important foundation for the city to continue accelerating administrative reform, building a modern and professional government, and serving people and enterprises better.
To continue improving the model, the city asked the Ministry of Justice to urgently correct technical errors in the civil-status database and ensure synchronous, uninterrupted operation. It also asked commune and ward People’s Committees to update 100% of dossiers on the administrative-procedure information system and improve the professional qualifications of cadres and civil servants through training and skills-development courses.
From now until the end of 2025, the city targets online receipt of at least 60% of administrative-procedure dossiers; fully digital processing of 80%; digitisation and electronic return of 100%; and, in particular, online processing of 100% of enterprise-related administrative procedures regardless of administrative boundaries. These targets will improve service effectiveness and transparency and strongly promote digital transformation in city government operations./.
