Hai Phong City is affirming its pioneering role in the national digital-transformation journey
Ranked third nationwide in the Provincial Innovation Index (PII), the Port City is also actively expanding its digital ecosystem and creating strong momentum for businesses and the economy. This is a strategic step that will help Hai Phong make a breakthrough and develop into a modern, dynamic port city in the new era.
Strongly expanding the innovation ecosystem
Hai Phong City is implementing coordinated solutions to promote digital transformation in every field, creating momentum for the Port City to break through in the digital and green economy era. These efforts have helped affirm the Port City’s pioneering role in the national digital-transformation journey and in building a sustainable science-and-technology foundation.
Recently, at an exhibition of socio-economic achievements marking the 80th anniversary of National Day on September 2 and the development of a digital map of 34 centrally governed provinces and cities, Hai Phong featured 29 local science-and-technology enterprises and technology start-ups, four start-up and innovation support centres, seven projects and solutions applying science and technology to agriculture, education and heritage conservation, as well as numerous science-and-technology awards and outstanding scientists listed in the digital exhibition and digital map. This contributed to promoting Hai Phong as a nationally significant innovative city.

Hai Phong has nearly 1,000 operating digital-technology enterprises and nearly 9,000 small and medium-sized enterprises using digital platforms
Pham Quang Viet, Director of Sao Viet Ventilation Manufacturing and Trading Co., Ltd., shared: “When I visited the exhibition of 80 years of national achievements, I was very impressed to see mechanical and automation enterprises represented with modern, creative products. The booths not only introduced advanced equipment but also strongly affirmed the spirit of ‘Make in Vietnam’. We also had the opportunity to meet partners such as Gia Nghia, Bach Khoa Positioning and HDC to share our aspiration to contribute to building a strong nation. This was not only an opportunity to connect and cooperate but also a reminder to invest more strongly in production and business, improve quality and master technology. Vietnamese enterprises need to seize this opportunity to affirm their position and contribute to bringing the Vietnamese nation into a new era.”
In fact, Hai Phong currently has 200 innovative start-ups, 71 science-and-technology enterprises, nearly 1,000 operating digital-technology enterprises and nearly 9,000 small and medium-sized enterprises using digital platforms. In addition to focusing on industrial development, Hai Phong is also prioritising the smart-city model, accelerating the digitisation of public services, building shared data and strengthening cybersecurity. The city is piloting green logistics at seaports and implementing renewable-energy projects such as wind power and rooftop solar power.
Notably, in eastern Hai Phong alone, investment in science and technology increased from VND 63 billion in 2021 to VND 217 billion in 2024, accounting for 1.13% of recurrent expenditure. In western Hai Phong, during 2020–2025, investment was made in 127 scientific topics and projects, including agriculture at 50.4%, engineering and technology at 11.8%, medicine and pharmacy at 18.1%, and social sciences at 19.7%.
Science and technology applications in production need to be accelerated
Affirming the role of science and technology, innovation and digital transformation, Le Ngoc Chau, Chairman of the Hai Phong City People’s Committee, said that science and technology, innovation and digital transformation were powerful drivers creating breakthrough development for Hai Phong and the country in the era of global integration.
In practice, focusing on innovation and digital transformation is a key driver for Hai Phong to restructure its economy and form a new growth model. In recent years, digital transformation and the application of science and technology in production have become key factors enabling businesses to break through and expand markets. Many businesses in the city have boldly invested in production-management systems and applied modern software to optimise processes, control quality and meet international standards. In reality, business development depends not only on financial capacity or workforce size, but also to a great extent on the ability to master technology.
Commenting on this, Tran Van Thang, Chairman of the Hai Phong Business Association and Chairman of the Board of Directors of Sao Do Group, said that businesses in Hai Phong needed to strengthen cooperation and promote the application of science and technology in production.
“No business can survive without continuous innovation and creativity. Any business that is satisfied with its current achievements will inevitably be eliminated by the law of development. We must dare to act and connect with one another. If businesses want to go far, they clearly must participate in a ‘chain’; there is no other way,” Tran Van Thang stressed.

Businesses in Hai Phong are applying digital transformation to production and business activities
It is known that, to accelerate digital transformation, Hai Phong will continue implementing plans and solutions in the coming period to promote practical and sustainable results, prioritising resources to achieve the important goals and targets of Politburo Resolution No. 57/NQ-TW on breakthrough development of national science and technology, innovation and digital transformation, as well as national programmes and strategies for developing digital government, the digital economy and digital society.
Accordingly, from now until the end of 2025, Hai Phong will focus on developing plans and deploying 5G and IoT infrastructure in industrial parks and clusters, creating a stepping stone toward building a smart city.
The city also aims to support businesses in developing digital applications and services under public–private partnership (PPP) models. It will encourage residents to consume products and services in the digital environment and equip communities with digital skills so that the benefits of digital transformation reach the whole society. In particular, Hai Phong will implement an IoT application scheme in fields such as commerce, healthcare, agriculture, transport and energy management.
According to Le Trung Kien, Head of the Hai Phong Economic Zone Authority, Hai Phong will focus on building new industrial parks under specialised models for semiconductor and chip production, mechanical engineering, electrical and electronics, projects using renewable energy, green logistics and green ports, linked with digital transformation in both management agencies and businesses. The city will continue to strongly attract investment projects using advanced and high technologies, modern management systems and leading multinational corporations.
With its rapidly developing digital economy, combined with digital and green transformation in industrial parks and economic zones, Hai Phong is gradually affirming its position as one of the country’s dynamic, modern and sustainable localities.
