Decision on Establishing the Southern Hai Phong Coastal Economic Zone Announced

On the afternoon of January 16, Deputy Prime Minister Tran Hong Ha presented Decision No. 1511/QD-TTg on establishing the Southern Hai Phong Coastal Economic Zone to Hai Phong City.

Reporting on the establishment of the Southern Hai Phong Coastal Economic Zone at the conference, Le Trung Kien, Head of the Hai Phong Economic Zone Authority, affirmed that this was an important event marking a historic turning point in Hai Phong’s development and opening a new development space and growth driver.

The objective is to build Hai Phong into a smart, modern, and sustainably developed seaport city with regional and international stature, in accordance with the spirit of Politburo Resolution No. 45-NQ/TW dated January 24, 2019, and Politburo Conclusion No. 96-KL/TW dated September 30, 2024, on building and developing Hai Phong City.

Le Trung Kien, Head of the Hai Phong Economic Zone Authority, gives a summary report on establishing the Southern Hai Phong Coastal Economic Zone.

Covering approximately 20,000 hectares, the Southern Hai Phong Coastal Economic Zone is oriented toward becoming a multi-sector, international-standard economic zone built around high-tech industry, modern logistics services, smart urban areas, eco-tourism, and a pilot free-trade area.

The zone is expected to include more than 3,000 hectares of seaport land along a 12-kilometer coastline, over 4,000 hectares of industrial land, 1,800 hectares of urban land, and more than 1,000 hectares for a free-trade area. Total investment is expected to reach approximately USD 8 billion by 2030; by 2040, investment attraction is expected to reach USD 40 billion, import and export turnover to exceed USD 70 billion, employment to reach 400,000 workers, and housing to be provided for more than 500,000 people.

Perspective of the Southern Hai Phong Coastal Economic Zone.

With its strategic location as the northern gateway to the sea, Hai Phong lies in the northern growth triangle of Hanoi–Hai Phong–Quang Ninh and on the Kunming (China)–Lao Cai–Hanoi–Hai Phong–Quang Ninh economic corridor, the Nanning (China)–Lang Son–Hanoi–Hai Phong–Quang Ninh economic corridor, and the coastal economic corridor of Quang Ninh–Hai Phong–Thai Binh–Nam Dinh–Ninh Binh. Establishing the southern coastal economic zone will not only serve Hai Phong but also strengthen regional development links, national competitiveness, and the use of strategic-location advantages and increasingly complete regional transport infrastructure.

The coastal road running through the center of the Southern Hai Phong Coastal Economic Zone is gradually taking shape. The Ninh Binh–Hai Phong expressway, planned for completion before 2030, will shorten connections for goods from northern coastal provinces and facilitate access to Nam Do Son Port.

This is not only a new economic growth driver but also a foundation for Hai Phong to affirm its position as a marine economic center, an international logistics-services center, and an important growth pole for the region and the country. Establishing the zone will allow the city to pilot new policy mechanisms, create an open and favorable investment environment, and attract domestic and international resources to realize its objectives.

By 2030, the Southern Hai Phong Coastal Economic Zone will become the primary driver of Hai Phong’s economy, equivalent to 80% of the capacity of the Dinh Vu–Cat Hai Economic Zone. It will play an important role in connecting neighboring economic zones and forming a chain of coastal economic zones that drives regional development.

Deputy Prime Minister Tran Hong Ha presents Decision No. 1511/QD-TTg on establishing the Southern Hai Phong Coastal Economic Zone to Hai Phong City.

The new Southern Hai Phong Coastal Economic Zone was established together with four new industrial parks approved in principle by the Prime Minister: Nomura–Hai Phong Phase 2, Vinh Quang Phase 1, Trang Due 3, and Nam Trang Cat. This raises the number of operating industrial parks in the city to 18, with a total area of approximately 7,378 hectares, an increase of nearly 1,300 hectares. Two economic zones with a combined area of approximately 42,540 hectares will create new development space for Hai Phong and momentum for stronger investment attraction.

In particular, the new-generation free-trade area will be the development focus of the economic zone, following successful models around the world. It will create an open and transparent business environment, attract strategic investors and multinational groups, build a leading production and trade center in Vietnam, facilitate trade, and apply breakthrough policies under National Assembly resolutions.

Deputy Prime Minister Tran Hong Ha delivers guiding remarks at the conference.

In his guiding remarks, Deputy Prime Minister Tran Hong Ha emphasized that the Southern Hai Phong Coastal Economic Zone reflects Hai Phong’s will, aspirations, and vision for a new era and a new stage of development. To build the zone successfully, he asked Hai Phong to promote its economic, political, and cultural advantages and develop multipurpose infrastructure that complements transport, energy, water supply, drainage, and telecommunications infrastructure.

On behalf of the city leadership, Chairman of the Hai Phong People’s Committee Nguyen Van Tung thanked the Government, Deputy Prime Minister Tran Hong Ha, and central committees, ministries, and agencies for their leadership and direction, which created an important legal framework for Hai Phong’s development and socio-economic goals. The city will also prepare a specific plan to develop the economic zone.

The Chairman of the Hai Phong People’s Committee also asked the Government to pay attention to investment in post-port infrastructure, dredging deep-water port channels, implementing the Ninh Binh–Hai Phong expressway, resolving obstacles in the coastal road project, and soon commenting on the general adjustment of the Dinh Vu–Cat Hai Economic Zone.

The Southern Hai Phong Coastal Economic Zone will race to welcome an investment wave from major domestic and international groups, especially in chips, semiconductors, and electronics. It will become the only place in Vietnam so far to implement highly integrated policies, creating outstanding advantages for attracting foreign investment and competing in the region.
