On the afternoon of March 26, Nguyen Van Tung, Deputy Secretary of the City Party Committee and Chairman of the Hai Phong People’s Committee, chaired a meeting on the implementation of several industrial-park projects in the city. Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, and Head of the Hai Phong National Assembly Delegation, attended and directed the meeting.
Participants included Le Trung Kien, Member of the Standing Committee of the City Party Committee and Head of the Hai Phong Economic Zone Authority (HEZA), representatives of departments, sectors, localities and relevant units, and leaders of industrial-park investors.

At the meeting, district representatives and investors reported on industrial parks whose investment policies have been approved but which have not yet begun operations: Vinh Quang Industrial Park, Phase 1 (Vinh Bao District); Trang Due Industrial Park 3 (An Lao District); Nomura Industrial Park, Phase 2 (Hong Bang District); and Nam Trang Cat Industrial Park (Hai An District). Local authorities and investors are carrying out site clearance and preparing the conditions needed to break ground as planned.

Giving directions, City Party Secretary Le Tien Chau emphasized that 2025 is especially important: a year of acceleration, breakthroughs and reaching the finish line; the final year of the 2021–2025 five-year socio-economic development plan; a year for streamlining the organizational apparatus, holding Party congresses at all levels toward the 14th National Party Congress, and preparing and consolidating the foundations for the country to confidently enter a new era of strong, prosperous national development, with a view to successfully achieving the 2021–2030 ten-year socio-economic development strategy.
The City Party Secretary noted that the Government recently issued Resolution No. 25/NQ-CP dated February 5, 2025, setting growth targets for sectors, fields and localities to ensure national growth of at least 8% in 2025. Hai Phong was assigned a growth target of 12.5%, 1.56 times the national average. This reflects the central government’s trust and expectations for Hai Phong, as well as the city’s responsibility for national growth. Meeting this demanding task requires the united efforts of the entire political system, the people, and especially the companies implementing industrial parks in the city.
He asked investors in industrial-park infrastructure to share responsibility with the city and accelerate implementation so that land can soon be made available for production facilities, treating this as an urgent, central and strategic issue for both the city and businesses. Although the political system is focusing on reforming and streamlining its apparatus for greater effectiveness, departments, sectors, localities and units must not allow these tasks to affect continuity and stability in their operations.

Calling for specific schedules for each project, with groundbreaking in 2025 and operation in 2026, the City Party Secretary asked departments and sectors to establish timelines and meet the milestones. During implementation, the Party Committee of the city People’s Committee was asked to direct inspections and handle delays in accordance with regulations.
For industrial parks without an approved investment policy, he assigned the Party Committee of the city People’s Committee to study the city’s industrial-development needs, planning, land and labor resources, and accelerate projects, prioritizing eco-industrial, high-tech and supporting-industry projects, especially in the Southern Coastal Economic Zone. For this economic zone, he asked investors to study the investment policy, speed up preparations and strive to break ground by the end of 2025. He affirmed that the city would accompany investors, create favorable conditions, provide support and promptly resolve difficulties. Investors, for their part, should concentrate resources and accelerate implementation, contributing to the city’s socio-economic development.

Following the City Party Secretary’s directions, Chairman Nguyen Van Tung asked businesses to proactively prepare the conditions for their projects and coordinate to resolve difficulties. He asked relevant departments, sectors and localities to accelerate site clearance and address issues involving dykes, the power system and transport, enabling investors to build industrial-park infrastructure on schedule./.
