The meeting was chaired by Le Ngoc Chau, Chairman of the city People’s Committee.

Overview of the meeting.

Le Tien Chau, member of the Party Central Committee and Secretary of the Hai Phong Party Committee, attended and directed the meeting. Also present were members of the Standing Committee of the Hai Phong Party Committee, vice chairpersons of the city People’s Committee and leaders of city departments and sectors.

Standing Vice Chairman of the city People’s Committee Le Anh Quan speaks at the meeting.

According to a report by the Department of Home Affairs, since June 30, 2025, the operation of the new commune-level local government in Hai Phong has taken place under the resolute and consistent direction of the Party Committee and the city People’s Committee. City leaders directly inspected localities and promptly removed difficulties and obstacles during the first days of implementing the two-tier local government model.

The basic conditions required to operate the commune-level administration have been ensured. One hundred percent of localities received new seals for their Party Committees, People’s Councils and People’s Committees on schedule. Technical infrastructure was upgraded promptly, including high-speed Internet connections and equipment such as printers and scanners. Professional systems, including the Administrative Procedure Information System (electronic one-stop system) and the HPNet document-management system, have operated stably and smoothly.

At the meeting, local representatives reported several obstacles in operating the new commune-level government model. Many localities had not yet received digital signatures for organizations and individuals, making it difficult to digitally sign administrative-procedure dossiers. The National Public Service Portal and the Administrative Procedure Information System still experienced login interruptions. In addition, new declarations and forms for some administrative procedures had not been fully updated on the National Public Service Portal. The Ministry of Justice’s civil-status software had changed its account and password, preventing professional officials from logging in to process residents’ civil-status dossiers. Newly established commune-level units had also not been allocated funding to operate under the new model.

Hai Phong Party Committee Secretary Le Tien Chau asked that difficulties and obstacles be resolved promptly to ensure that the organizational system operates smoothly, effectively and efficiently.

Recognizing the initial positive results from operating the new commune-level local government model over the past two days, Hai Phong Party Committee Secretary Le Tien Chau asked departments, sectors and localities to urgently review and promptly resolve the difficulties and obstacles raised at the meeting. Handling these issues must ensure that the organizational system operates smoothly, effectively and efficiently from the initial implementation stage.

Respectfully receiving the Party Committee Secretary’s direction, Chairman Le Ngoc Chau asked communes, wards and special zones to urgently complete the facilities of working offices and public administration service centers; develop working regulations that correctly reflect their functions and duties; select and assign suitably qualified professional officials to handle work effectively; and assign leaders specific responsibility by locality and field.

The Chairman of the city People’s Committee also asked relevant departments and sectors to conduct surveys and advise the city People’s Committee on completing information-technology systems and connections to ensure uninterrupted administrative operations. He also requested training courses to improve staff capacity and early proposals for an appropriate financial mechanism for communes, wards and special zones to ensure stable operations.

The meeting also solicited comments on the draft working regulations and work program of the city People’s Committee for the last six months of 2025. Accordingly, the Chairman asked departments and sectors to raise their sense of responsibility and resolve to successfully complete their assigned tasks according to the plan./.
