Goods not subject to export or import tax (under Decree 134/2016/ND-CP):

• Goods exported abroad from non-tariff areas
• Goods imported from abroad into non-tariff areas for use only within the area
• Goods transferred from one non-tariff area to another
• Goods imported for processing for foreign parties and then exported, or goods exported for processing in Vietnam and re-imported under processing contracts

Exemption from land and water-surface rent for the entire lease term (under Decree 46/2014/ND-CP):

• Investment projects in specially encouraged sectors located in areas with exceptionally difficult socio-economic conditions
• Projects using land to build worker housing in industrial parks.
• Land for shared infrastructure in industrial parks.

Exemption from land and water-surface rent after the basic construction exemption period:

•  11 years for investment projects in areas with exceptionally difficult socio-economic conditions.
• 15 years for projects in encouraged investment sectors located in areas with exceptionally difficult socio-economic conditions.

• In Vietnam, a “free trade zone” in an economic-zone context is a non-tariff area: a defined area separated from customs territory; transactions with the domestic market are treated as imports or exports. This concept is set out in Decree 35/2022/ND-CP (Point 17, Article 2). 

• Permitted activities include logistics, bonded warehouses, temporary import–re-export, processing and packaging for export, and duty-free goods trading, subject to planning and customs conditions.
