Overview of the seminar.

The seminar was attended by Le Tien Chau, Member of the Party Central Committee, Secretary of the Hai Phong City Party Committee and Head of the Hai Phong National Assembly Delegation; Nguyen Van Tung, Deputy Secretary of the City Party Committee and Chairman of the Hai Phong City People’s Committee; members of the City Party Committee Standing Board, including Dao Trong Duc, Chairman of the Viet Nam Fatherland Front Committee of Hai Phong, and Le Trung Kien, Head of the Hai Phong Economic Zone Authority; deputy chairpersons of the City People’s Council and People’s Committee; leaders of city departments, agencies and localities; and representatives of associations and experts in green transition and environmental protection.

Delegates attending the seminar.

With its special advantages, long-term vision and consistent action, Hai Phong is becoming a bright spot nationwide on the path toward green and sustainable growth. As 2025 brings many particularly important events and milestones, the City Party Committee, People’s Council and People’s Committee identified the annual theme: “Expanding economic and urban space; promoting special mechanisms and policies; strengthening green and digital transformation.” This reflects the city’s strongest determination and action toward its green-transition goal.

Secretary of the City Party Committee Le Tien Chau suggested that delegates discuss specific and practical solutions to effectively achieve the green-transition goal.

Opening the seminar, Secretary of the City Party Committee Le Tien Chau said that Hai Phong had taken action to protect the environment, but this was still insufficient compared with practical needs. Therefore, the Standing Board of the City Party Committee has directed the relevant agencies to study and develop a city green-transition scheme, deepen understanding of its significance and necessity, and find strong, comprehensive solutions so that the entire political system and city residents can participate. The goal is not only economic strength but also a green, clean and beautiful living environment. At this seminar, the City Party Committee Secretary suggested that delegates discuss specific and practical solutions to effectively achieve the green-transition goal, particularly in industry, tourism, transport, construction and logistics.

Contributions at the seminar.

Under the theme “Hai Phong prepares resources for green transition”, the seminar heard in-depth presentations and practical proposals focused on reducing greenhouse-gas emissions, greening economic sectors, greening lifestyles and promoting sustainable consumption. These discussions highlighted the importance of green transition to Hai Phong’s sustainable development. Initially, the city needs to focus on green transition through renewable-energy development, eco-industrial parks, green transport, smart urban development, the circular economy, and high technology in production and daily life. The seminar also shared international and domestic experience of successful green-transition models, giving Hai Phong additional references for developing and implementing its Green Transition Scheme for 2025–2030, with a vision to 2050.

Hai Phong City People’s Committee Chairman Nguyen Van Tung delivers the seminar’s concluding remarks.

In his concluding remarks, Chairman Nguyen Van Tung said that Hai Phong had begun its green transition early, focusing on industry and transport. VinFast has shifted from producing gasoline-powered vehicles to electric vehicles; Sun Group has invested in a cable-car system in Cat Ba; industrial parks have invested in solar-power systems and shuttle buses for workers; and wind power is being developed on Bach Long Vi Island. However, Hai Phong’s green transition is not yet widespread or coordinated. There are also no policy mechanisms to encourage and motivate organizations and businesses to pursue green transition. The Chairman therefore asked sectors and localities to urgently implement green-transition tasks. In particular, the Department of Agriculture and Environment must incorporate the seminar presentations into the Green Transition Scheme for Hai Phong for 2025–2030, with a vision to 2050, and submit it to the City People’s Committee before April 10; Cat Hai District must coordinate with the Department of Agriculture and Environment and advise on a new resolution on green transition and green tourism specifically for Cat Ba for submission in the third quarter of 2025; and relevant sectors must develop policy mechanisms encouraging organizations and individuals to participate in green transition, focusing on industry, transport, logistics, energy and tourism. The Press and Communications Center was assigned to strengthen communications and raise community awareness of green transition./
