Implementing Notice No. 190/TB-UBND dated June 27, 2025 of the Hai Phong City People’s Committee announcing the locations of public administration service centers in the city, and Decision No. 2779/QD-BQL dated June 26, 2025 of the Hai Phong Economic Zone Authority (HEZA) announcing the list of administrative procedures under its settlement authority, HEZA respectfully announces the following:
From July 1, 2025, the system of city- and commune-level public administration service centers will officially begin operating. These centers aim to improve service quality, enhance the investment and business environment, and help businesses carry out administrative procedures conveniently, publicly, transparently and effectively.
Businesses and organizations may submit administrative-procedure dossiers through the following methods:

At the same time, pursuant to Decision No. 2779/QD-BQL dated June 26, 2025, the Hai Phong Economic Zone Authority (HEZA) announces the list of administrative procedures under its settlement authority, effective July 1, 2025.
The procedures have been reviewed and updated in accordance with the latest legal regulations, ensuring legality, convenience and consistency in implementation. Public disclosure helps businesses proactively prepare dossiers and choose submission methods suited to their actual circumstances.
The Hai Phong Economic Zone Authority asks businesses to promptly update their information and carry out administrative procedures at the centers in accordance with the published list and addresses, ensuring that production and business activities proceed on schedule and in compliance with regulations.
