After directly inspecting the sites and listening to investors’ representatives and city department and sector leaders report and propose recommendations and implementation solutions, Secretary Le Tien Chau gave instructions at the inspection points. Regarding Phase 2 of the Cong Hoa Industrial Park expansion project, invested in by Vietnam Rubber Urban and Industrial Park Development JSC, he said the city welcomed and supported expanding the project scale to attract more new investors.
The Secretary assigned the Hai Phong Economic Zone Management Board and city departments and sectors to provide support and create favourable conditions for administrative procedures, helping the investor strive to commence the project no later than the first quarter of 2026. Regarding the proposal to build specialist housing and social housing in the industrial park for specialists and workers, the city leadership agreed in principle and reminded the investor to follow the proper purpose and commitments, manage the facilities strictly and prevent any distortion of the policy. For proposals concerning rainwater and wastewater drainage, clean water supply and electricity for industrial park operations, the investor must closely coordinate with the Hai Phong Economic Zone Management Board and city departments and sectors, follow legal guidance and regulations, ensure the industrial park operates effectively, and attract more domestic and foreign enterprises and groups to invest.

Regarding the investment plan for the road connecting National Highway 37 with the riverside road in Dong Trieu City, the Secretary basically agreed with the investor representative’s proposals and recommendations. He also directed the City People’s Committee to work soon with Quang Ninh Province to agree on the connection policy, synchronise project investment and maximise investment effectiveness.

At the Tan An Bridge and National Highway 18 approach road project, the Secretary encouraged the investor and the construction unit. To ensure completion and bring the project into operation on the committed schedule of 31 December 2025, he asked the investor to coordinate with Chu Van An Ward People’s Committee to urgently complete all site clearance work and hand over the site to the construction unit as soon as possible. Construction contractors must overcome difficulties, mobilise maximum personnel and equipment, and implement construction solutions to make up for delayed work caused by high construction material prices and the lack of cleared construction land in the past. The Secretary also stressed that schedule completion must go hand in hand with quality and technical requirements.
During the inspection of key urban transport infrastructure projects, including the high-speed road connecting the eastern and western areas of the city and the high-speed road connecting Gia Binh Airport with Lach Huyen Port, Secretary Le Tien Chau emphasised that these are two strategic transport routes. They will effectively connect the city’s eastern and western economic regions and fully exploit the potential of national infrastructure such as the Lao Cai–Hanoi–Hai Phong high-speed railway, Gia Binh Airport, Hai Phong International Gateway Port at Lach Huyen and Nam Do Son Port. Alongside these projects, the southern coastal economic zone and the new-generation free trade zone will create a breakthrough in regional connectivity, expand development space, increase room for growth and form new growth drivers for the city in the coming period.
The Secretary assigned the City People’s Committee to urgently study and propose the investment policy and specific investment plans, while carefully assessing investment effectiveness and the financial plan for each project to ensure effectiveness, feasibility and consistency with the overall development planning. The city must also review and comprehensively adjust its master plan, particularly the planning of industrial parks, urban areas, services and logistics, to meet development requirements in the new situation.

Regarding the proposal to adjust the total investment in the project to renovate, repair and upgrade old buildings and add fire prevention and firefighting systems at Hai Duong General Hospital, Secretary Le Tien Chau emphasised that the city leadership supported investment in and development of healthcare infrastructure, thereby contributing positively to caring for and improving people’s health. He assigned the City People’s Committee and relevant departments and sectors to study, balance and allocate the budget for the works so that the project could start as soon as possible. The Secretary noted that, alongside investment and infrastructure upgrades and the provision of modern equipment, Hai Duong General Hospital must continually improve the professional qualifications and service attitude of its medical staff, and actively cooperate and establish partnerships with hospitals in Hanoi and major city hospitals to transfer new and specialised techniques and improve the effectiveness and quality of medical examination, treatment and healthcare for city residents.
Regarding the Western City Culture and Sports Complex project, the Secretary acknowledged the dedication and efforts of the agencies and units in developing and proposing the plan. He also assigned the City People’s Committee and relevant departments and sectors to study and propose an investment plan that is consistent with planning and ensures investment effectiveness./.
