The contest will be held online to maximise participation by agencies, organisations, units, officials, civil servants, public employees, the armed forces, workers, pupils, students and residents across the city.
Eligible participants
– Agencies, organisations and enterprises headquartered in the city.
– Officials, civil servants, public employees and workers at departments, sectors, mass organisations, agencies, units and localities in the city.
– Vietnamese citizens aged 14 or older who live, work or study in Hai Phong.
Contest format
Participants use an internet-connected mobile device or computer to access the Contest Website, or click the contest banner on the electronic portal of the Hai Phong City People’s Committee, the city Legal Dissemination and Education Portal, or the Department of Justice electronic portal.
Contest content
The contest consists of legal-knowledge questions on the 2025 Law on Organisation of Local Government; the 2024 Law on Road Traffic Order and Safety; the Law on Roads; Decree No. 168/2024/ND-CP dated December 26, 2024, on administrative penalties for violations of road traffic order and safety, including deduction and restoration of driving-licence points; the 2024 Law on Fire Prevention, Firefighting and Rescue; the 2024 Law on Prevention and Combatting Human Trafficking; and selected legal provisions on the division of authority, decentralisation and delegation of authority in the two-tier local government system in state-management fields such as justice, construction, health, education and land. The questions also cover Decree Nos. 120/2025/ND-CP and 121/2025/ND-CP dated June 11, 2025, on the division of authority, delegation and decentralisation in the state-management field of the Ministry of Justice; Decree No. 151/2025/ND-CP dated June 12, 2025, on authority, delegation and decentralisation in land matters; Decree No. 145/2025/ND-CP dated June 12, 2025, on authority, delegation and decentralisation in urban and rural planning; Decree No. 143/2025/ND-CP dated June 12, 2025, on delegation and decentralisation in the state-management field of the Ministry of Education and Training; and Decree No. 147/2025/ND-CP dated June 12, 2025, on authority in the state-management field of the Ministry of Health.
Prize structure
