No Complacency: Maximum Focus on Preventing and Responding to Storm No. 9 in the City

On the morning of September 23, Le Tien Chau, a Central Committee member, Secretary of the City Party Committee and Head of the Hai Phong National Assembly Delegation, chaired a meeting of the Standing Committee of the City Party Committee to hear a report and give guidance on preventing and responding to Storm No. 9 (Ragasa) in the city.

The meeting was attended by Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; Le Ngoc Chau, Deputy Secretary of the City Party Committee and Chairman of the City People’s Committee; Le Van Hieu, Deputy Secretary of the City Party Committee and Chairman of the City People’s Council; Pham Van Lap, Deputy Secretary of the City Party Committee and Chairman of the Viet Nam Fatherland Front Committee of the city; members of the Standing Committee of the City Party Committee; and leaders of relevant departments, sectors and organisations.

Leaders of the Department of Agriculture and Environment report at the meeting.

At the meeting, sector leaders reported on the storm’s developments and response plans; the relocation of residents in areas where safety and lives may be at risk; protection of State, public and business assets; and the assurance of public order, traffic safety, communications, electricity supply and domestic water supply.

City Party Committee Secretary Le Tien Chau speaks at the meeting.

Speaking at the meeting, City Party Committee Secretary Le Tien Chau stressed that Storm No. 9 was developing in a complex and unpredictable manner, so complacency was absolutely unacceptable and the highest priority had to be given to prevention and response. He asked departments, sectors and localities to urgently review and seriously implement the prepared plans; regularly monitor and update the storm situation; and promptly provide information so residents could proactively take precautions. Close monitoring of the storm was required to direct response measures and ensure the “four on-the-spot” principle. Plans must be prepared to maintain communications and stable power supplies for direction and administration, and to promptly remedy storm damage, minimising its impact on preparations for the First Congress of the Hai Phong City Party Organisation for the 2025–2030 term. Communication activities should be strengthened so residents, businesses and organisations understand the situation and proactively respond. Forces and vehicles must be ready for rescue and recovery, ensuring the safety of people’s lives and the assets of the people and the State.
