On the afternoon of August 6, 2025, Le Trung Kien, Member of the Standing Committee of the Hai Phong Party Committee and Head of the Hai Phong Economic Zone Management Board, received and worked with a delegation from the Honghe Comprehensive Bonded Zone Management Board and the Mengzi Economic and Technical Development Zone in Honghe Prefecture, Yunnan Province, China, led by Dong Quan Van, Member of the Party Affairs Working Committee and Deputy Head of the Honghe Comprehensive Bonded Zone.

The working meeting.
The meeting concretised the economic development cooperation programme between Hai Phong and Yunnan Province, based on the friendly exchange agreement signed by the Hai Phong Party Committee and the Yunnan Provincial Party Committee on December 12, 2023. It also followed up on the positive results of the Hai Phong Economic Zone Management Board’s working visit to Mengzi in May 2025.

Le Trung Kien, Head of the Hai Phong Economic Zone Management Board, speaks at the meeting.
Speaking at the reception, Le Trung Kien stressed that after the merger with Hai Duong Province, Hai Phong’s economy now ranks third nationwide and has considerable room for development. Total investment from Chinese enterprises in Hai Phong has reached nearly USD 10 billion. In particular, the Lao Cai–Hanoi–Hai Phong railway project, expected to begin construction at the end of this year, will be a strategic driver strengthening freight and passenger transport links between Hai Phong and Yunnan and expanding border trade cooperation.
The Head of the Hai Phong Economic Zone Management Board also shared the plan to build a new-generation free trade zone in the city’s Southern Coastal Economic Zone. With experience in successfully developing three free trade zones in Yunnan, he hoped the Mengzi Economic and Technical Development Zone would share implementation experience and help Hai Phong develop an effective free-trade-zone model suited to local conditions.

Dong Quan Van, Deputy Head of the Honghe Comprehensive Bonded Zone and the Mengzi Economic and Technical Development Zone, speaks at the meeting.
In his response, Dong Quan Van expressed his impression of Hai Phong’s strong development and highly valued the cooperation results achieved by the two sides. He said Yunnan and Hai Phong shared many similarities in development orientation and had cooperation potential in industry, logistics, seaports, tourism and cultural exchange. The Mengzi Economic and Technical Development Zone was ready to exchange experience in building and operating free trade zones, helping realise cooperation strategies between the two localities and within the economic corridor of five provinces and cities: Quang Ninh, Hai Phong, Hanoi and Lao Cai in Vietnam, and Yunnan in China.

Leaders of the two sides sign the memorandum of understanding on cooperation.
At the meeting, the two sides signed a memorandum of understanding on cooperation and agreed to promote deeper cooperation in the following areas:
- Industrial and sectoral linkages, forming a “one enterprise, two countries, two factories” model focused on new materials, non-ferrous metals and information technology.
- Trade promotion, leveraging resources, industry, seaports and logistics to expand supply-chain and import-export cooperation.
- Investment attraction cooperation through promotion activities, business connections, and delegations to visit and study investment opportunities on both sides.
- Information sharing and technology transfer, including human-resource training and policy-experience sharing.

Leaders of the two sides exchange commemorative gifts.
This meeting and signing marked a new step in cooperation between Hai Phong and Yunnan, helping promote economic, investment and trade linkages between the two localities for sustainable and mutually beneficial development.
