Hai Phong strengthens international cooperation to develop shipbuilding: working with Aries Energy and Transport Group and Delta Group

On the morning of November 12, 2025, at the Hai Phong City Conference and Performance Center, Le Trung Kien, member of the Standing Committee of the City Party Committee, Vice Chairman of the City People’s Committee and Head of the Hai Phong Economic Zone Management Board, chaired a reception and working session with Greece’s Aries Energy and Transport Group and Delta Group to discuss cooperation potential in shipbuilding, transport and energy—strategic industries that Hai Phong is focusing on restoring and developing.

Overview of the conference

At the working session, the Department of Industry and Trade presented a report on the status and development orientation of the city’s shipbuilding industry. In the coming period, Hai Phong will implement the Project on “Restoring and Developing the Shipbuilding Industry” and adjust the planning for shipbuilding-industry development to 2040, with a vision to 2050, replacing Decision No. 2290/QD-TTg dated November 27, 2013, of the Prime Minister approving the master plan for development of Vietnam’s shipbuilding industry to 2020, with a vision to 2030.

Hai Phong aims to seize opportunities from the recovery of the global shipbuilding industry to modernize technology, form a synchronized shipbuilding industrial ecosystem, connect supply chains, and prioritize vessel lines suited to existing capacity while ensuring environmental standards, energy efficiency and the application of digital technology. At the same time, Hai Phong will develop breakthrough mechanisms and policies to facilitate shipbuilding enterprises’ access to loans, land leases and debt settlement, as well as train high-quality human resources and promote research and the design of new-generation vessels.

In particular, Hai Phong is studying the planning of a concentrated shipbuilding industrial park, leveraging its convenient river–sea connectivity, overcoming fragmented and scattered production, and creating conditions for enterprises to expand their premises and make deeper investments.

Le Trung Kien, member of the Standing Committee of the City Party Committee, Vice Chairman of the City People’s Committee and Head of the Hai Phong Economic Zone Management Board, speaks at the working session.

Speaking at the session, Le Trung Kien affirmed that Hai Phong identifies shipbuilding and ship repair as one of its spearhead industries, in accordance with Decision No. 1516/QD-TTg dated December 2, 2023, of the Prime Minister approving the Hai Phong City Planning for 2021–2030, with a vision to 2050. The city is focusing on attracting leading global groups, especially in maritime, transport and energy, to restore its traditional strengths while creating momentum for related industries such as metallurgy, mechanical engineering, electronics and supporting industries.

The meeting with Aries and Delta demonstrated Hai Phong’s efforts to expand international cooperation, attract high technology investment, and pursue sustainable development in shipbuilding and logistics. Le Trung Kien expressed his hope that the groups would continue studying and proposing specific cooperation in shipbuilding, maritime transport and renewable energy, and participate in the city’s strategic projects in the coming period.

On this occasion, Le Trung Kien also invited representatives of Aries and Delta Group to attend Hai Phong’s upcoming investment-promotion event in Europe, considering it an important opportunity to strengthen long-term cooperation between Hai Phong and international partners, especially in Europe, where many major shipbuilding groups and advanced technologies are concentrated.

The working session was not only an opportunity for Hai Phong to introduce its shipbuilding development strategy, but also opened new directions for cooperation in transport, energy and supporting industries. This is a concrete step toward the goal of making Hai Phong a leading industrial and logistics center in the region, fully harnessing its maritime potential and contributing to a modern, green and sustainable industrial sector.
