On the morning of July 4, 2025, the Standing Committee of the Hai Phong Party Committee held a meeting to hear a report on preparations for the 3rd meeting of the APEC Business Advisory Council (ABAC 3), one of the year’s most important economic diplomacy events, which would take place in Hai Phong in July 2025.
The meeting was chaired by Le Tien Chau, member of the Party Central Committee, Secretary of the Hai Phong Party Committee and Head of the Hai Phong National Assembly Delegation. It was also attended by members of the Standing Committee of the Hai Phong Party Committee, leaders of the city People’s Committee, the Economic Zone Authority, representatives of departments, sectors and localities, and units directly involved in organizing the event.

At the meeting, Hai Phong Party Committee Secretary Le Tien Chau gave a detailed report on preparations for ABAC 3. To date, preparations have been implemented in a coordinated and comprehensive manner, with urgency, seriousness and a high sense of responsibility.

The city had identified specific venues for the main activities and prepared plans to welcome more than 200 international delegates from 21 APEC member economies, international organizations, business associations and multinational corporations. Detailed plans had been developed for logistics, protocol, security and public order, healthcare, communications and publicity, ensuring quality, safety and effectiveness.
In particular, the city planned to organize prominent sideline activities such as displays of OCOP products, local specialties and cuisine; a photo exhibition promoting Hai Phong’s investment, business and tourism potential; and field tours of key industrial parks, economic zones and representative cultural and scenic destinations.
The city also planned to grant investment registration certificates and sign cooperation agreements and memoranda of understanding worth up to USD 15 billion in total. This would create a strong spillover effect and attract international investors’ attention to Hai Phong’s investment environment as an attractive, dynamic destination experiencing rapid development.
In his directive remarks, Hai Phong Party Committee Secretary Le Tien Chau emphasized that ABAC 3 was an event of particularly important diplomatic and economic significance, not only for Hai Phong but also for the country. It was a “golden” opportunity for Hai Phong to affirm its new position on the Asia-Pacific economic map and promote the image of a modern, integrated port city developing strongly across many fields.
He asked departments, sectors and relevant units to continue carefully reviewing every work item, with particular attention to ensuring absolute security and safety; proactively prepare response plans for any situations that might arise; ensure high-quality service, protocol and attentive logistics; and improve professionalism in organization to make a deep impression on international friends.
The Party Committee Secretary assigned specific tasks:

The city police shall develop plans to ensure absolute security and safety at all event venues;

The Department of Health shall coordinate closely to control food safety and preventive healthcare;

The Economic Zone Authority shall coordinate activities introducing representative industrial-park and economic-zone models and promote the special mechanisms of the Hai Phong Free Trade Zone;

The Department of Foreign Affairs and the Investment, Trade and Tourism Promotion Center shall strengthen contacts and closely coordinate with the Ministry of Foreign Affairs and the APEC Secretariat to welcome delegates, prepare materials and manage the program effectively;

Press and media agencies shall proactively develop in-depth communication plans about the event, the city’s image and new investment opportunities.
