A Hai Phong delegation led by Le Tien Chau, Secretary of the Hai Phong Party Committee, worked with a number of leading Korean groups, enterprises and industrial associations.

Le Tien Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee and Head of the Hai Phong National Assembly delegation (second from right), joins the working delegation.
As part of the programme of the Vietnamese high-level delegation’s working visit to Korea, on August 13, the Hai Phong delegation led by Le Tien Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee and Head of the city’s National Assembly delegation, worked with Doosan Enerbility, Bumhan Group, Nexen Group, the Energy Management System (EMS) Industry Association and SKC Group.
The delegation included Le Trung Kien, Member of the Standing Committee of the Hai Phong Party Committee and Head of the Hai Phong Economic Zone Management Board, and Hoang Minh Cuong, Vice Chairman of the Hai Phong People’s Committee.
At the meetings, Secretary Le Tien Chau thanked the Korean groups, enterprises and associations for their warm welcome.
The Party Secretary affirmed that, after the merger, Hai Phong had enormous potential, with an expanded development space and an abundant workforce. In particular, the city had been approved to establish a southern coastal economic zone and a free trade zone with many outstanding and breakthrough mechanisms and policies.
With favourable seaport, transport and logistics advantages and double-digit GRDP growth for many years, Hai Phong is a liveable industrial city and an attractive destination for investors, especially those from Korea. Its current registered capital exceeds USD 15 billion from major groups such as LG, SK and Hyundai. The city aims to achieve 13% growth over the next five years and is ready to provide maximum support so that investors can confidently implement their projects.
This working visit to Korea is a major opportunity for Hai Phong to attract more enterprises to invest in the city.
Specifically, in his meeting with Doosan Enerbility, a company focused on developing environmentally friendly energy solutions, Secretary Le Tien Chau stressed that Hai Phong is an industrial city with strong energy demand, particularly for renewable energy. The city welcomes Doosan’s investment in clean energy supply and cooperation with domestic enterprises, and asks the group to survey wind power potential and study hydrogen and sustainable energy projects in industrial parks and economic zones.
The city proposed that Doosan cooperate in establishing a research and development centre for sustainable energy technologies in Hai Phong, work with local universities, and implement scholarship and human-resource training programmes in Korea. Hai Phong also hopes Doosan will consider industrial symbiosis projects and apply advanced production technologies that save energy and reduce emissions, in line with the goals of green industrial development and Net Zero.
At the meeting with Bumhan Group, Hai Phong leaders expressed their hope that Bumhan would expand investment into renewable energy and green hydrogen. They also invited the group’s leaders to visit the city and attend major cultural events.
Bumhan expressed its wish to expand cooperation in Hai Phong, mainly export to Southeast Asia, and develop shipbuilding, defence, chemical and LNG industries. The BUMHAN HEAVY INDUSTRIES – NAM DINH VU project in the non-tariff area and Nam Dinh Vu Industrial Park (Zone 1), invested in by the group, currently has total capital of USD 35 million. It is under implementation and is expected to install machinery and begin trial operations in the second quarter of 2027. The project aims to manufacture non-standard steel products, install construction equipment and industrial machinery, and provide technical consulting services.
During the meeting with Nexen Group, Secretary Le Tien Chau emphasised that Hai Phong was implementing a two-tier local government model, with streamlined and effective administrative procedures that serve enterprises and residents well. This is a favourable time for Nexen to consider investment and seize opportunities arising from the city’s transport and logistics infrastructure development. City leaders asked Nexen to decide soon on an investment location and invited the group’s leaders to attend the upcoming Con Son – Kiep Bac Autumn Festival.
Nexen highly appreciated the investment environment, was considering Hai Phong amid the impact of US tax policies, and would seek solutions to promote cooperation.
Working with the EMS Association, the delegation asked it to continue studying ways to promote cooperation in smart cities and energy management, and exchange experience and technology in smart energy management systems. The sides were also asked to study cooperation in potential fields such as smart technology applications in infrastructure, transport and the environment, as well as joint research and technology transfer.
With SKC Group, Secretary Le Tien Chau highly valued SKC’s commitment and action. The Ecovance high-tech biodegradable materials plant project invested in Hai Phong is nearly complete and is expected to begin trial operations by the end of this year. The project was implemented quickly after the memorandum of understanding was signed in June 2023 and the investment registration certificate was issued only three months later.
The Party Secretary noted that SKC had recently signed a memorandum of understanding on cooperation with the city at the Vietnam–Korea Business Forum, in the presence of the leaders of the two countries and major groups, demonstrating the successful cooperation between both sides.
The Party Secretary expressed confidence in SKC’s commitment to Hai Phong. The visit and meeting with SKC in Korea were intended to provide updated information about Hai Phong after the merger, thereby facilitating SKC’s continued expansion of cooperation and investment in the city.
The Party Secretary affirmed that SKC’s investment in Hai Phong was entirely the right decision, and that the city was committed to regarding the enterprise’s success as its own success.
Previously, on August 12, the delegation worked with Hyundai Group of Korea.
