Pursuant to Ministry of Information and Communications Decision No. 826/QD-BTTTT dated May 21, 2024 (now under the Ministry of Science and Technology) approving the “Program to promote and support reliable and secure online presence for people, enterprises and business households through digital services using the national .vn domain in provinces and cities nationwide for 2024–2025”; Ministry of Finance Circular No. 64/2025/TT-BTC dated June 30, 2025, extending the policy on exemption from domain registration and maintenance charges and fees through December 31, 2026; and Ministry of Science and Technology Official Letter No. 4212/BKHCN-VNNIC dated August 26, 2025, on coordinating implementation of the Program to promote and support reliable and secure online presence for people, enterprises and business households through digital services using the national “.vn” domain in provinces and cities nationwide.
The Hai Phong Economic Zone Authority informs enterprises operating industrial-park infrastructure and secondary enterprises in industrial parks and economic zones, especially newly established enterprises in industrial parks and economic zones, about Hai Phong City People’s Committee Plan No. 276/KH-UBND dated October 22, 2025, on implementing the “Program to promote and support reliable and secure online presence for people, enterprises and business households through digital services using the national .vn domain” for 2025–2026 in Hai Phong City.
The program is implemented to promote the development of the digital economy and digital society, raise awareness and capacity for reliable and secure online presence among the business community, and contribute to building a healthy, transparent and effective Internet environment.
Accordingly, enterprises established within one year before the date of registering to use a domain will receive attractive incentives, including two years of free use of a “biz.vn” domain together with related digital services such as a website and business email associated with the “biz.vn” domain. The program’s specific target is that by December 2026, 40% to 50% of eligible enterprises, organizations and individuals will receive support to use the “biz.vn” domain and related digital services.
Using the national “.vn” domain and associated digital services (website, email and so on) helps enterprises to: (1) improve brand recognition on the Internet and expand markets; (2) ensure reliable and secure online information because “.vn” domains clearly and transparently authenticate the identity of registrants; and (3) promote the digital economy and digital society by encouraging and enabling enterprises to use digital technology solutions and online services in e-commerce activities.
Eligible enterprises in industrial parks and economic zones will receive coordinated support from the Hai Phong Economic Zone Authority and relevant units to: (1) organize workshops and training for enterprises on the benefits of and procedures for registering a national “.vn” domain; (2) strengthen information and communications through media channels to raise awareness of the importance of using a national “.vn” domain; and (3) provide consultation and technical support for enterprises transitioning to online business models with digital services using the national “.vn” domain.
