On the afternoon of June 15, at the City Theatre, the Party Committee of the Hai Phong Economic Zone Management Board solemnly held its First Party Congress of Delegates for the 2025–2030 term. The congress was an important political milestone, reflecting the Party Committee’s organizational, conceptual and leadership maturity in a new context, as Hai Phong prepares to operate a two-tier local government model and faces requirements for rapid, sustainable and comprehensive development.
Review of the 2020–2025 interim term: Comprehensive and outstanding achievements

Although the 2020–2025 term was the first and had many distinctive features, the Party Committee of the Hai Phong Economic Zone Management Board provided comprehensive leadership and direction across all areas of work and achieved comprehensive and outstanding results. All key indicators significantly exceeded the planned targets.
Total attracted FDI reached USD 18.6 billion, exceeding the congress target by 86%; DDI exceeded VND 480 trillion. Hai Phong Economic Zone contributed more than 80% of the city’s industrial production value, export turnover and industrial–service budget revenue. The number of workers in industrial parks and economic zones increased from 170,000 to 220,000. Infrastructure development received strong attention, with 8 new industrial parks expanded and the proposal for a 20,000-hectare Southern Coastal Economic Zone receiving in-principle approval from the Prime Minister.
In Party building and the political system, the Party Committee directed the establishment of 43 Party organizations in businesses and admitted 712 new Party members; 100% of Party organizations fulfilled their tasks well, including 20% that fulfilled them excellently, and there were no weak organizations.
Leadership of mass organizations also achieved positive results, including the development of 38 additional grassroots trade unions, establishment of 7 youth branches and admission of hundreds of new union and association members, creating a strong political foundation in industrial parks and economic zones.
First Congress: Defining the vision and breakthrough directions

On the basis of a close assessment of the situation, the congress identified the direction, objectives and tasks for the 2025–2030 term in a spirit of innovation, determination and aspiration for development.
Accordingly, the Party Committee will focus on implementing 5 key tasks and 3 strategic breakthroughs. Specifically: strongly promoting the role of the political nucleus in FDI enterprises and the private sector; improving the quality of Party organizations in businesses; strengthening support for and protection of workers’ legitimate rights; continuing to strongly reform administrative procedures and improve the investment environment; and orienting the development of green and smart industrial parks that harmonize economic, social and environmental interests.
The Party Committee also set specific targets for 2030: attract USD 15–20 billion in FDI; develop 10–20 new industrial parks; build and implement at least 3 eco-industrial, digitalized and service-integrated industrial park models; maintain the proportion of “clean and strong” Party organizations at more than 20% each year; admit 150–170 new Party members; and establish 5–7 additional Party organizations in businesses.

City Party Committee Secretary Le Tien Chau asks the Hai Phong Economic Zone Management Board to promote its role in creating development, its strategic spearhead role and its position as the city’s vanguard in realizing new growth spaces
Speaking at the congress, Le Tien Chau, Member of the Party Central Committee and Secretary of the Hai Phong City Party Committee, recognized and highly appreciated the comprehensive results achieved by the Party Committee of the Economic Zone Management Board during the previous term. He emphasized that the Economic Zone Management Board plays a particularly important role in the city’s dynamic economic space and is also the place where a modern, integrated, multisectoral organizational and management model is directly piloted, toward a government that serves and creates development.
He asked the Party Committee to focus on 5 key tasks:
(1) Renew the leadership methods of Party organizations in enterprises with foreign investment;
(2) Promote the role of the political nucleus in industrial parks and economic zones;
(3) Proactively grasp trends and take advantage of opportunities from digital and green transformation;
(4) Accompany and strongly support the development of the private economic sector, especially small and medium-sized enterprises;
(5) Create new growth spaces through planning and selective investment attraction, prioritizing high-tech and environmentally friendly enterprises.
The City Party Committee Secretary also emphasized the need to build the Party Committee of the Hai Phong Economic Zone Management Board into a “model” organization, worthy of being the political anchor and coordinating center for implementing the city’s industrial–service–logistics development strategy in the coming period.

At the congress, the Hai Phong Economic Zone Management Board was honored to receive the Prime Minister’s 2024 Emulation Flag for outstanding achievements in the patriotic emulation movement, contributing to the successful implementation of the city’s socio-economic development tasks.

With the spirit of “Solidarity – Innovation – Integration – Development”, the Party Committee of the Hai Phong Economic Zone Management Board demonstrates strong political determination to improve leadership capacity and implementation, accompany businesses and workers, and create a favorable, transparent and effective investment environment.
As Hai Phong shifts to a two-tier local government model from July 1, 2025, the Party Committee of the Economic Zone Management Board is showing even more clearly its role as a political pillar and a pioneering Party organization leading the process of renewing the growth model, serving people and businesses better, and realizing the aspiration to make Hai Phong a modern and sustainable industrial center of the country.
