On the morning of June 2, 2025, at the headquarters of the Hai Phong Economic Zone Management Board, a solemn monthly flag-raising ceremony was held with the full participation of the Board’s leaders, officials, civil servants, public employees and workers. This regular activity reflects patriotic emulation, national pride and the collective’s political determination to successfully fulfill its assigned political tasks.

At the beginning of the ceremony, all leaders, officials, civil servants and workers performed the flag-raising ritual and sang the national anthem. This affirmed the patriotism, solidarity, discipline and sense of responsibility of the officials, civil servants, public employees and workers of the Hai Phong Economic Zone Management Board.

Immediately after the flag-raising ceremony, Ngo Quang Huy, an officer of the Enterprise and Investment Supervision Division, presented the thematic report “Politburo Resolution 68 – A revolution in developing the private economy: The perspective and actions of the Hai Phong Economic Zone Management Board”. The report highlighted the increasingly important role of the private economic sector in national development and analyzed the Board’s specific action orientation for effectively implementing the Resolution amid increasingly deep international economic integration.

In a warm and cordial atmosphere, the Board’s leadership took time to congratulate and present flowers to officials whose birthdays fall in June. This regular activity demonstrates the Board’s care for the spiritual well-being of its officials, civil servants, public employees and workers.
Le Trung Kien, Member of the Standing Committee of the City Party Committee and Head of the Economic Zone Management Board, delivers guiding remarks
In his guiding remarks at the ceremony, Le Trung Kien, Member of the Standing Committee of the City Party Committee and Head of the Hai Phong Economic Zone Management Board, gave an overview of task implementation during the first six months of 2025 and set directions for key tasks in the final six months with a sense of urgency, determination and coordination.
He emphasized that over the past six months, the city had completed the review and reorganization of commune-level administrative units, an important step in implementing Central Resolution No. 18-NQ/TW on streamlining the organizational apparatus for effective and efficient operation. On that basis, the city is focusing on major issues related to reorganizing and relocating facilities and administrative units after the merger of Hai Phong and Hai Duong, in line with the Central Government’s general direction.
Regarding economic development tasks, Le Trung Kien acknowledged the Board’s efforts to attract investment and promote the city’s GRDP growth. In particular, the Board made a practical contribution to the overall success of the 2025 Hai Phong Red Flamboyant Festival, with three key projects completed and put into operation: Trang Due 3 Industrial Park, the phase-1 Pegatron Vietnam worker housing area, and the Singapore International Education Complex.
Emphasizing that 2025 is the final year of the 2021–2025 socio-economic development plan, he requested that all officials, civil servants, public employees and workers of the Board remain highly focused, act decisively and fully achieve the targets set. The effective implementation of four thematic resolutions was identified as a central, overarching task:
1. Resolution No. 59 – On international economic integration;
2. Resolution No. 66 – On reforming and improving the legal system;
3. Resolution No. 57 – On national science, technology and digital transformation development;
4. Resolution No. 68 – On strongly developing the private economic sector.
Resolutions 57 and 68 were identified as key pillars closely linked to the functions and tasks of the Hai Phong Economic Zone Management Board, and as important levers for promoting digital transformation, innovation and high-quality investment attraction in the coming period.
The ceremony ended in an enthusiastic emulation atmosphere, with the solidarity, responsibility and strong aspiration for progress of all officials, civil servants, public employees and workers of the Hai Phong Economic Zone Management Board, directed toward the goal of excellently completing the tasks for 2025 and creating a firm foundation for the next stage of development.
