Discussing implementation of the tasks for the first nine months of 2025, delegates reviewed and assessed the situation. Although there were many entirely new tasks, a large and complex workload, and no precedent for some matters, Party committees at all levels concentrated on leading and directing Party building, the political system, public mobilization, and the dual objective of putting the two-tier local-government structure into effective operation while simultaneously carrying out economic-development, social-welfare, national-defense, security and foreign-relations tasks in a coordinated manner, producing positive results. The reorganization of administrative units and operation of the two-tier local-government model were implemented systematically and decisively. The apparatus quickly settled into regular operation, work continued without interruption, no field, locality or assigned task was left unattended after the reorganization, and people and businesses were served promptly.

Party congresses at all levels and the 1st Hai Phong City Party Congress for the 2025–2030 term were held seriously and in accordance with regulations, ensuring quality and completing the requirements and plans set out. Resolutions, conclusions and directives from the central authorities, the National Assembly, the Government, the City Party Committee and the City People’s Council received close attention and were proactively and decisively implemented effectively from the beginning of the year.

The city made its mark with many notable activities across the economic, cultural and foreign-relations fields. Economic growth during the first nine months was positive, ranking second nationwide and recording the highest growth rate among the six centrally governed cities; 10 of 13 key socio-economic targets were expected to meet or exceed the growth scenario. The city successfully held the 3rd meeting of the APEC Business Advisory Council (ABAC 3) and the 2025 investment promotion conference on the sidelines; established 12 new industrial parks with a total area of 3,202 hectares; and managed public investment flexibly and effectively. The Yen Tu–Vinh Nghiem–Con Son and Kiep Bac monument and scenic landscape complex was officially recognized by UNESCO as a World Cultural Heritage Site. The city actively implemented Resolution No. 226/2025/QH15 on piloting specific mechanisms and policies for Hai Phong’s development, prepared a proposal dossier for establishing a free-trade zone, and implemented the “four resolutions,” creating an important foundation for the city’s development in the new period. Social-welfare policies were implemented fully and promptly. Political security and social order and safety remained stable, supporting important cultural and political activities.

Delegates offer comments at the conference.

Implementation of the two-tier local-government model in the city has received unified and decisive direction from the City Party Committee, City People’s Council, City People’s Committee and the city’s Vietnam Fatherland Front Committee. To date, the two-tier local-government system has basically operated smoothly; state management from the city to communes, wards and special administrative zones has gradually become orderly; communication, public-opinion guidance, and social security and order have received attention, creating stability for operations. The organization and staffing structure was promptly rearranged and consolidated, and officials, civil servants and public employees were assigned to work at localities, agencies and units, enabling the city’s political system to operate under the new model from July 1, 2025.

Agencies and units were streamlined, and leadership and management positions were basically fully consolidated. Policies for officials, civil servants, public employees and affected groups were settled promptly; training and professional development received attention, gradually improving the quality of the workforce. Offices, facilities and operating conditions for agencies in the political system from the city to commune level were basically ensured. Information and communications systems, internet connections, administrative-procedure information systems and document-delivery software were established and basically operated smoothly.

City Party Committee Secretary Le Tien Chau speaks at the conference.

Speaking at the conference, City Party Committee Secretary Le Tien Chau acknowledged and commended the City Party Committee, People’s Council, People’s Committee and Vietnam Fatherland Front Committee, together with departments, sectors and localities, and every official, Party member and worker who had made efforts and overcome difficulties to achieve highly positive and meaningful results. Alongside the achievements, he pointed out difficulties and challenges, including slow implementation of resolutions of local Party congresses; several important targets that had not been met; disbursement of public-investment capital; difficulties and obstacles in organizing and operating the two-tier local-government model that were still being addressed; and difficulties in building schools meeting national standards because of land funds and capital.

The City Party Committee Secretary stated that this conference was particularly important as the first City Party Committee Conference after the successful 1st City Party Congress for the 2025–2030 term. From now until the end of 2025, the city must devote all available strength to three core objectives. First, it must urgently put the resolutions of the City Party Congress and Party congresses at all levels into practice through concrete results and outputs. Second, it must achieve the GRDP growth target of 12.35% and disburse 100% of the public-investment capital planned for 2026. Third, it must continue leading efforts to improve the quality and effectiveness of the two-tier local-government system, so that the commune level is not merely an “administrative-procedure level” processing dossiers and procedures, but a “local-development-enabling level” that creates a favorable environment for people and businesses.

Regarding key tasks and solutions for the final three months of 2025, the City Party Committee Secretary asked leaders to focus on directing and thoroughly implementing the tasks following the 1st City Party Congress and the 1st congresses of subordinate Party organizations for the 2025–2030 term. At the same time, thorough preparations should be made for the congress of the city’s Vietnam Fatherland Front and socio-political organizations, and for elections to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term. He asked Party Committee secretaries, as heads of their organizations, to provide direct direction and devote their commitment and intelligence to implementing the resolutions, working with the entire Party organization to complete the objectives and tasks set out. This is both a political responsibility before the Party and the people and a measure of the capacity and reputation of each Party committee and secretary.

Regarding the two-tier local-government model, the city will continue reviewing and accurately assessing commune-level personnel in order to mobilize, arrange and assign sufficient specialized staff. Local Party committees should take greater initiative in arranging personnel within their management authority; the city will only strengthen grassroots staffing in areas requiring deep expertise. Financial and budget mechanisms suited to the two-tier local-government model must be urgently completed and submitted to the People’s Council for approval and application from 2026. He asked the entire city’s political system to mobilize resources to the fullest, promptly remove barriers, and implement the assigned tasks decisively and effectively, ensuring the 12.35% growth target is achieved and creating momentum for growth during 2026–2030.

The conference is connected online to localities.

The City Party Committee Secretary asked the city to remove difficulties and urgently accelerate investment projects in the area according to their planned schedules, especially major FDI projects, industrial-park projects and LNG projects, so they can soon contribute construction and production value to GRDP. The city must urgently study and apply a “green channel” to reduce the time required to process procedures for key and urgent tasks, major projects and businesses with high production value in order to increase the Industrial Production Index. It must continue reviewing and addressing delayed projects and focus on removing difficulties and obstacles so projects and works can become operational without waste. Procedures for establishing a specialized economic zone must be completed in 2025.

In parallel, the city will review and prepare adjustments to master plans in accordance with regulations. It will quickly complete the investment plan for the connecting route from Lach Huyen Port and the northern part of the city to Gia Binh Airport, as well as the investment plan for a high-speed east–west route connecting Hai Phong. It will actively coordinate implementation of the Lao Cai–Hanoi–Hai Phong railway investment and construction project, ensuring that construction begins on December 19, 2025. International investment promotion and economic diplomacy will be strengthened, with proactive outreach to multinational groups, while existing investors will receive support and partnership so they can invest confidently and expand production. Social-welfare work will be carried out effectively, and construction of social housing will be accelerated under the Prime Minister’s direction and the city’s plan. The city will also focus on successfully organizing the Con Son–Kiep Bac Autumn Festival.

The City Party Committee Secretary called on all Party committees, authorities, the Vietnam Fatherland Front, socio-political organizations, and every official and Party member to unite, work together and act even more decisively, concentrating on overcoming difficulties and bottlenecks and making a successful breakthrough in the fourth quarter in order to meet and exceed the targets set for 2025.
