On the morning of October 21, as part of activities celebrating National Digital Transformation Day 2025 under the theme “Digital transformation: Faster – More effective – Closer to the people”, the Ministry of Science and Technology announced the 2024 provincial Digital Transformation Index (DTI) rankings.

Hai Phong ranked third in the 2024 provincial Digital Transformation Index rankings.
Accordingly, Hai Phong City rose five places from 2023 to rank third nationwide, with a DTI score of 0.7857. Notably, Hai Phong achieved maximum scores in the Digital Awareness and Digital Institutions pillars, while ranking third in the country for Digital Infrastructure and Digital Economic Activity. This confirms the city’s clear efforts, determination and effectiveness in digital transformation in recent years.
This is a well-deserved result, reflecting the sustained efforts, innovative spirit and strong political determination of the entire city administration and its people on the journey toward comprehensive digital transformation.
In November 2024, Hai Phong officially launched its Digital Government Project, marking an important step in the city’s local digital transformation. The city integrated and shared data from 23 databases and information systems of central ministries and sectors with 1,579 online public services on the National Public Service Portal, reaching a rate of 81.5%.
At the same time, Hai Phong established a shared data repository comprising 192 datasets, 1,941 information fields and more than 437,000 records from 18 of 20 departments and sectors; it also operated an open data portal with 58 data tables from 14 units, providing 50 of 98 open datasets and enabling residents and enterprises to easily access information at data.haiphong.gov.vn.
The city has also focused on developing electronic authentication and identification services, the Smart Hai Phong application, a system for monitoring and evaluating digital government services, and online digital-skills training platforms. These coordinated solutions help improve management effectiveness and bring public services closer to residents and enterprises.
In particular, Hai Phong has proactively made a breakthrough by taking advantage of the merger of Hai Phong and Hai Duong to restructure its management model, integrate data infrastructure and unify shared digital platforms, creating a solid foundation for the development of the digital economy and digital society in the new period.
At the event, Mr. Nguyen Phu Tien, Deputy Director of the National Digital Transformation Department, said that since 2020, the Ministry of Science and Technology (formerly the Ministry of Information and Communications) has issued and implemented the Digital Transformation Index (DTI) framework to assess digital transformation at three levels: ministry, provincial and national. The DTI is an important tool for monitoring progress, evaluating effectiveness and orienting policies to promote digital transformation nationwide.
Maintaining its position among the leaders in the Digital Transformation Index (DTI) rankings is clear evidence of Hai Phong’s strategic vision, political determination and effective approach in promoting comprehensive digital transformation, with residents and enterprises at the center.
The city is proactively expanding the provision of fully online public services, building population and socio-economic databases, implementing a service-oriented digital government model, and developing digital infrastructure and human resources. These efforts contribute to realizing the goal of making Hai Phong a leading smart, creative and modern urban center in the region and a pioneer in the national digital transformation process.
