On the afternoon of September 27, the Hai Phong City People’s Committee coordinated with Biel Crystal Manufacturing Technology Co., Ltd. to solemnly hold the groundbreaking ceremony for Phase 1 of the Laguna Heyner Accommodation Project.This was an important and practical event celebrating the successful first Congress of the Hai Phong City Party Committee for the 2025–2030 term.
The groundbreaking ceremony was attended by Le Tien Chau, Member of the Party Central Committee, Secretary of the Hai Phong City Party Committee and Head of the city’s National Assembly Delegation; Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; Le Ngoc Chau, Deputy Secretary of the City Party Committee and Chairman of the City People’s Committee; Le Van Hieu, Deputy Secretary of the City Party Committee and Chairman of the City People’s Council; Pham Van Lap, Deputy Secretary of the City Party Committee and Chairman of the Vietnam Fatherland Front Committee of the city, together with members of the City Party Committee Standing Committee, vice chairpersons of the People’s Council and People’s Committee, and leaders of relevant departments, sectors and localities.
The Phase 1 Laguna Heyner Accommodation Project is invested in by Biel Crystal Manufacturing Technology Co., Ltd. and is being built on a service land lot in An Phat 1 Industrial Park, National Highway 37, Tran Phu Commune, Hai Phong City. With total investment of more than VND 2.2 trillion, the project covers 3.16 hectares and includes five 20-storey accommodation buildings. Once completed, the project is expected to provide approximately 4,360 worker apartments, meeting the housing needs of around 18,880 people.
The project aims to meet accommodation needs and create a civilized, safe and convenient living space for officials, employees and workers at An Phat Industrial Park, thereby improving their material and spiritual lives. Phase 1 of the project is scheduled for completion within 36 months.
Speaking at the groundbreaking ceremony, Standing Vice Chairman of the Hai Phong City People’s Committee Le Anh Quan said that the first Hai Phong City Party Congress for the 2025–2030 term had set the goal of building Hai Phong into a city making strong breakthroughs and worthy of being an important growth pole and a leading development driver for the region and the country. The targets include approximately 87,000 operating enterprises by 2030, no poor households by 2028, and completion of 32,900 social housing units. To achieve these targets, the city will continue encouraging and creating favorable conditions for organizations, individuals, enterprises and major groups to participate in socio-economic development, especially investment in urban renovation, social housing and worker housing.
The Standing Vice Chairman of the City People’s Committee emphasized that solving housing needs and ensuring stable living conditions for workers and laborers has always been one of the top priorities of the city’s Party Committee and authorities. The city always encourages and creates favorable conditions for enterprises to invest in cultural and social facilities, especially housing for workers.
On behalf of the city leadership, Standing Vice Chairman Le Anh Quan recognized and highly appreciated Biel Crystal Manufacturing Technology Co., Ltd.’s vision and social responsibility in deciding to invest in housing for its own workers. Biel Crystal’s initiative is an exemplary model that deserves recognition and should be replicated.
To complete the project soon, put it into effective use, maximize investment efficiency and address urgent housing needs while creating safe, stable and convenient living conditions for workers, thereby improving labor productivity and quality of life, Le Anh Quan requested that the investor mobilize maximum resources and direct contractors to comply fully with construction regulations and standards, ensure quality, occupational safety and environmental protection, and strive to complete the project on or ahead of schedule. The investor must also ensure early, synchronized investment in technical and social infrastructure so that workers can live and work conveniently in a worthy environment.
The Standing Vice Chairman of the City People’s Committee also requested that the investor study, calculate and propose sale, rental and rent-to-own prices for the apartments in line with workers’ average income, and publicly and transparently announce them so eligible beneficiaries can easily access the policy.
The Hai Phong Economic Zone Authority, relevant departments and sectors, and local authorities will continue to accompany and support the investor and create the most favorable conditions, promptly remove difficulties and obstacles, ensure that the project is implemented on schedule and achieves the highest socio-economic and environmental efficiency, and maintain security and safety throughout implementation.
The Laguna Heyner Accommodation Project is a special undertaking celebrating the successful City Party Congress and one of the first projects to put into practice the resolution of the First Hai Phong City Party Congress: completing 32,900 social housing units during the 2025–2030 term./.
