On October 9, 2026, the Chairman of the Hai Phong City People’s Committee issued Decision No. 4279/QD-UBND on the promulgation of the list of administrative procedures under the jurisdiction of subordinate agencies of the City People’s Committee to be implemented in the Hai Phong Free Trade Zone.
The announced list of 711 administrative procedures under the handling competence of subordinate agencies of the City People’s Committee implemented in the Hai Phong City Free Trade Zone covers: investment and enterprises; land, construction, and environment; customs, tax, and trade; labor and foreign experts.
The administrative procedures focus on the following fields: investment in Vietnam; investor selection bidding; import and export; international trade; investment support; construction activities; urban and rural planning; state management of industrial parks and economic zones; environment; climate change; employment; business establishment and operations; enterprise support; commercial inspection; domestic goods circulation; e-commerce; import and export; international trade;…
The Chairman of the City People’s Committee requested the Hai Phong Economic Zone Authority, together with relevant departments and sectors, to organize implementation strictly according to their competence, order, and legal regulations; ensuring openness, transparency, shortened processing times, and facilitation for enterprises. The agencies are responsible for conducting regular reviews, proposing amendments to procedures that are no longer suitable; formulating internal and electronic processes, promoting inter-agency connectivity, and providing online public services.
The City Public Administration Service Center serves as the focal unit for publicizing procedures, providing guidance, receiving dossiers, returning results, and monitoring the processing of administrative dossiers in the Free Trade Zone.
The promulgation of the list of administrative procedures helps enterprises and investors proactively grasp the processes, clarifies the responsibilities of management agencies, and contributes to reducing the time and cost of procedural compliance.
The Hai Phong Free Trade Zone was established in October 2025 under Decision No. 4068/QD-UBND, with a scale of approximately 6,292 hectares, arranged across non-contiguous locations, linked with Dinh Vu – Cat Hai Economic Zone and the Southern Hai Phong Coastal Economic Zone. The Free Trade Zone is oriented to become a new growth engine, contributing to the implementation of Resolution No. 45-NQ/TW of the Politburo on the development of Hai Phong./.
