On the afternoon of May 30, the Yen Bai Provincial People’s Committee held a working session with a delegation from Hai Phong, led by Le Trung Kien, Head of the Hai Phong Economic Zone Authority (HEZA), to strengthen cooperation in vocational training, employment support and labor supply, helping connect Yen Bai’s abundant human resources with the development needs of businesses in Hai Phong. The delegation was received by Vu Thi Hien Hanh, Vice Chairwoman of the Yen Bai Provincial People’s Committee, together with representatives of the province’s sectors and vocational education institutions.
In recent years, Yen Bai’s vocational education institutions have cooperated effectively with many leading businesses in Hai Phong and achieved positive results. Many cooperation agreements have been signed with diverse and appropriate contents, drawing on the strengths of both sides. This has created favorable conditions to improve training quality, enabling teachers and students to access new technologies and equipment and become familiar with the industrial working environment at leading businesses.

At the conference, the Hai Phong Economic Zone Authority (HEZA), the Hai Phong Department of Home Affairs and the Hai Phong Department of Education and Training signed a memorandum of understanding on cooperation and coordination in training, employment support and labor supply with the Yen Bai Department of Education and Training and Department of Home Affairs.
Yen Bai’s vocational sectors have established partnerships with major companies such as LG Electronics, LG Display, Heesung and Yazaki. As a result, 31 contestants and more than 390 pupils and students had the opportunity to practice and intern at these businesses. Notably, 21 students were recruited directly, and 20 outstanding students participated in the “LGE Talent” class, with all training costs supported by the company.
In employment counseling, referrals and labor supply, Yen Bai Province connected and recruited more than 1,200 workers to work at businesses in Hai Phong. The province also organized 96 job fairs and employment-service sessions and provided career counseling for more than 10,700 people. In particular, officials went to villages and hamlets to provide direct counseling to 19,500 workers, pupils and students.

Vice Chairwoman Vu Thi Hien Hanh of the Provincial People’s Committee speaks at the working session
Speaking at the working session, Vu Thi Hien Hanh, Vice Chairwoman of the Yen Bai Provincial People’s Committee, gave a brief overview of the province’s potential, strengths and notable socio-economic development results. She emphasized that Yen Bai has an abundant workforce and a young human resource base, and that the province has allocated substantial resources and issued many resolutions, projects and policies to develop high-quality human resources.
Vice Chairwoman Vu Thi Hien Hanh acknowledged the positive results of the cooperation while candidly pointing out several difficulties and obstacles. The number of Yen Bai workers employed in Hai Phong remains disproportionate to the province’s potential; businesses’ professional qualification requirements are high, while some training fields at the province’s vocational education institutions do not yet meet practical demand. She expressed her hope that the two localities would continue discussions and develop effective solutions to make the coordination program increasingly effective, especially in sending Yen Bai workers to businesses in the Hai Phong Economic Zone, training human resources and supporting English-language teaching in Yen Bai.

Le Trung Kien, Member of the Standing Committee of the City Party Committee and Head of the Hai Phong Economic Zone Authority (HEZA), speaks at the working session
For Hai Phong, Le Trung Kien, Head of the Hai Phong Economic Zone Authority (HEZA), gave an overview of the city’s socio-economic development. He said Hai Phong is facing a challenge of labor shortages, particularly shortages of skilled workers. To address this issue, Hai Phong is strengthening investment incentives, developing a border-gate economic zone with its own mechanisms, expanding vocational training, supporting workers in purchasing homes and promoting cooperation between businesses and training institutions.
He also expressed his wish for Yen Bai to create conditions for units in the two localities to strengthen connections and exchange recruitment information, and for close coordination among departments, sectors, businesses and vocational training institutions. In the coming period, Hai Phong will organize a meeting program between businesses and vocational schools in Yen Bai to promote effective cooperation. Regarding student-streaming activities, he hoped that Yen Bai would orient workers seeking jobs in Hai Phong and direct its Employment Service Center to continue close coordination with Hai Phong.
In particular, regarding cooperation in English-language teaching, the Head of the Hai Phong Economic Zone Authority assessed this as an effective model that should be expanded through “school-to-school” connections. He also proposed that Yen Bai establish mechanisms to encourage and motivate participating teachers. He believed that with coordinated engagement by both localities, this cooperation model would become an example for other provinces and cities to learn from and replicate.
