Hai Phong Party Committee Secretary Le Tien Chau directed that the establishment of the special economic zone be accelerated and the master plan for the Southern Coastal Economic Zone be completed in 2025, while procedures be prepared to commence construction of the Nam Do Son Port and Logistics Center in December 2025.
On November 7, the city’s Steering Committee for the Development of Economic Zones (EZs) and Industrial Parks (IPs) held a meeting to comment on the development of EZs and IPs and identify key tasks for the final two months of 2025.
Reporting at the conference, Le Trung Kien, Vice Chairman of the City People’s Committee and Head of the Hai Phong Economic Zone Management Board, said that the proposal to establish the Hai Phong Special Economic Zone had been submitted to the Prime Minister and that subsequent work was continuing. The special economic zone will have modern, synchronized infrastructure and become a multi-sector integrated economic zone, creating momentum for the city’s socio-economic growth, with an expected contribution of about 3–4% of the city’s GRDP by 2030 and more than 5% after 2030.

Le Trung Kien, Vice Chairman of the City People’s Committee and Head of the Hai Phong Economic Zone Management Board, reports on the development of EZs and IPs in the city.
The special economic zone covers approximately 5,300 hectares in the core of the city’s western industrial-growth region and includes six communes: Thuong Hong, Nguyen Luong Bang, Bac Thanh Mien, Thanh Mien, Hai Hung and Binh Giang (communes identified under Resolution No. 11/NQ-HDND dated April 28, 2025, on the arrangement of commune-level administrative units in Hai Duong Province in 2025). The planned Hai Phong Special Economic Zone is located in the core of the industrial-growth region in western Hai Phong, south of the Hanoi–Hai Phong Expressway.
This area has a highly favorable location at the center of the Red River Delta, with many industrial and commercial centers, a large domestic market and abundant human resources. It can connect by road, waterway and air. In Vietnam–China regional relations, the special economic zone lies on the main routes of the Nanning–Lang Son–Hanoi–Hai Phong–Quang Ninh and Kunming–Lao Cai–Hanoi–Hai Phong–Quang Ninh economic corridors.
For the Southern Coastal Economic Zone, the city is focusing on preparing and approving the master plan, with completion targeted for 2025. Four IPs have already been established there: Tran Duong–Hoa Binh IP (Zone A), Tan Trao IP (Phase 1), Ngu Phuc IP (Phase 1), and Tien Lang Airport IP (Zone B).
Three other IPs have approved 1/2000 zoning plans but have not yet been established: Tien Lang 2 IP (Phase 1), Tien Lang Airport IP (Zone A), and Tran Duong–Hoa Binh IP (Zone B). Tien Lang 1 IP is currently under zoning-plan study.
In addition, Hai Phong has developed and is developing several industrial clusters, including Tan Trao, An Tho, An Tho–Chien Thang and Nam Am. Seaport, logistics and energy projects include the Nam Do Son Port and Logistics Center, Hai Phong LNG thermal power plant, the Tien Lang seaport and logistics center construction-investment project, and the new urban areas of Hung Thang and Thai Hoa and resettlement areas.
Regarding the city’s Free Trade Zone, after its establishment was decided on October 13, 2025, the Hai Phong Economic Zone Management Board studied and developed a development plan for the Hai Phong Free Trade Zone, clearly identifying tasks to be implemented and criteria for selecting investors and investment projects to be carried out in the zone.

The Southern Coastal Economic Zone, the new-generation Free Trade Zone, the special economic zone and eco-industrial parks will create new development momentum, forming a comprehensive value chain and increasing export value.
The Southern Coastal Economic Zone, the new-generation Free Trade Zone, the special economic zone and eco-industrial parks will create new development momentum, forming a comprehensive value chain and increasing export value.
The city is also actively accelerating the implementation of other IPs, including Trang Due 3, Nam Trang Cat, Vinh Quang, Hai Phong International Gateway Port, Nomura Phase 2, Tien Thanh and Xuan Cau. However, some projects are behind schedule because of site-clearance obstacles, while others are affected by investor capacity.
At the conference, leaders of city departments, sectors and localities identified completed work, especially site clearance, reported difficulties and obstacles, and expressed their determination to focus on completing assigned tasks, particularly site clearance.
Le Ngoc Chau, Chairman of the Hai Phong City People’s Committee, emphasized that site clearance and investment attraction are the two important factors requiring attention in developing the city’s EZs and IPs. Site-clearance progress for some projects has begun to stagnate and fall behind schedule; departments and localities must focus on resolving these issues definitively.

Le Ngoc Chau, Chairman of the Hai Phong City People’s Committee, speaks at the meeting.
Regarding investment attraction and filling IPs, the Chairman emphasized the role of the Hai Phong Economic Zone Management Board and city departments and sectors and requested more active, effective and decisive solutions. Investor capacity should be reviewed carefully, with replacement carried out resolutely when requirements are not met. The Economic Zone Management Board should also soon advise and propose solutions to meet the human-resource needs of IPs and EZs.
Concluding the meeting, Le Tien Chau, Secretary of the Hai Phong Party Committee and Head of the City’s Steering Committee for EZ and IP Development, emphasized that developing EZs and IPs is a key task and growth driver for the city. Some EZs and IPs are currently effective, but many industrial parks are behind schedule and face difficulties and obstacles. Therefore, the city must conduct a comprehensive and strategic review of the orientations and planning for EZs, IPs, industrial clusters and the Free Trade Zone across the new city, ensuring that each area fully realizes its potential and advantages, key infrastructure is used effectively, new infrastructure investment costs are reduced, internal competition is limited, and complementary development is created among areas.

Hai Phong Party Committee Secretary Le Tien Chau affirms that developing EZs and IPs is a key task and growth driver for the city.
The Hai Phong Party Committee Secretary directed that establishment of the special economic zone be accelerated and the master plan for the Hai Phong Southern Coastal Economic Zone be completed in 2025, and that procedures be completed soon to commence construction of the Nam Do Son Port and Logistics Center in December 2025.
For the Free Trade Zone, the Party Committee of the City People’s Committee directed the development of a plan, especially regarding its model, conditions and sector criteria for attracting investment; the resources required for implementation, including budget and enterprise resources, must be clarified. Investment promotion and attraction should continue in Japan, South Korea and China and expand to the United States, Europe, Singapore and other markets.
In developing the Free Trade Zone, the city should maximize the advantages of the mechanisms and policies under National Assembly Resolution No. 226/2025/QH15 on piloting special mechanisms and policies for Hai Phong’s development, thereby spreading the city’s Free Trade Zone’s appeal.
The City People’s Committee was assigned to work with IP infrastructure investors currently implementing projects in the city, relevant agencies and localities to build a critical-path schedule for directing the resolution of obstacles, especially site clearance, and report to the Steering Committee for monitoring and urging before November 15.
For IPs under study without an investment-policy decision, the Party Committee of the City People’s Committee was assigned to work with investors and relevant units to review implementation progress, carefully assess investor capacity and the city’s IP-development needs, and prepare a critical-path schedule for monitoring and completion in November 2025.
For IPs delayed in site clearance, the Party Committee Secretary required localities to focus intensively, take compulsory land-recovery measures where necessary, and require investors to begin construction immediately, no later than one month after the site becomes available. He also directed that Tien Thanh IP construction be accelerated, with appropriate action if delays become excessive; difficulties for Hai Phong Sakura Golf Course be resolved; and Xuan Dam Golf Course be accelerated.
