On the morning of August 19, in Tan Hung Ward, in the western part of the city, the Hai Phong City People’s Committee held a groundbreaking ceremony for several key projects to practically celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 – September 2, 2025).

The projects being launched include the National Highway 37 bypass construction project, connecting Thong Nhat Bridge/National Highway 37 with Ring Road I; the construction project for a bridge over the Thai Binh River and approach roads on the city’s Ring Road I; and the construction project for a Martyrs’ Temple and Cultural Park. All projects use state-budget funds, with the Western Hai Phong Construction Investment Project Management Board as investor.

City, department, sector and local leaders perform the groundbreaking ceremony.

The ceremony was attended by Le Van Hieu, Deputy Secretary of the City Party Committee and Chairman of the City People’s Council. Also present were representatives of several city departments, committees and sectors and leaders of the localities where the projects are being implemented.

The project to build a bridge over the Thai Binh River and approach roads on Hai Duong City’s Ring Road I, from Provincial Road 391 to Provincial Road 390C, is being implemented in Tan Hung and Nam Dong wards, with total investment of more than VND 1,228 billion. The project is intended to gradually complete the city’s Ring Road I according to planning, expand urban space and connect communes and wards in western Hai Phong, contributing to the socio-economic development of western Hai Phong and the city as a whole.

Trinh Nam Hung, Director of the Western Hai Phong Construction Investment Project Management Board, reports on the implementation of key projects and works in the western part of the city.

The National Highway 37 bypass project, connecting Thong Nhat Bridge/National Highway 37 with Ring Road I, aims to reduce traffic pressure on National Highway 37 and form a connection from the centre of Gia Loc Commune to Hai Duong City’s former Ring Road I and local provincial roads, including Provincial Roads 393 and 395 and the Hanoi–Hai Phong Expressway frontage road. It will gradually complete regional transport infrastructure, expand urban development space and create momentum for local socio-economic development. The project has total investment of more than VND 612 billion and is being implemented in Gia Loc Commune and Thach Khoi Ward.

Delegates attend the groundbreaking ceremony.

The Martyrs’ Temple and Cultural Park Construction Project covers approximately 2.5 hectares in Tan Hung Ward. It includes a martyrs’ temple of about 300 square metres; a bell tower and drum tower, each with a construction area of about 20 square metres; a square of about 1,500 square metres; a memorial and relief area of about 256 square metres; a management-board office of about 140 square metres; and auxiliary facilities including a service building, rest pavilion, public toilets, technical building, technical infrastructure, greenery, walkways, lotus pond and parking area, covering approximately 22,790 square metres.

With total investment of VND 200 billion, the project will create a landmark in the western part of the city and serve as a place to honour the heroic martyrs who sacrificed their lives in the struggle for national independence. It will express the city’s Party organisation, authorities and people’s tradition of remembering the source of one’s water and contribute to educating future generations in patriotism./.
