It covers nearly 227 hectares in Kien Hung and Nghi Duong communes, with Phase 1 investment exceeding VND 4,000 billion. Tan Trao Industrial Park will be built over five years, from the second quarter of 2025 through the second quarter of 2030. Once completed, it will become a new industrial and technology centre with advanced technical infrastructure, attracting investment in multiple sectors such as electrical and electronics, telecommunications, pharmaceuticals, supporting industries, new materials, clean energy and renewable energy. It is expected to bring together tens of thousands of highly skilled workers from across Vietnam and abroad. With its scale, location and integrated development orientation, Tan Trao Industrial Park is expected to become a new growth driver, increase Hai Phong’s investment appeal and develop into a model industrial centre for the country.

The Hai Phong LNG Thermal Power Plant Project is located on land within Tan Trao Industrial Park and is invested in by the Vingroup–VinEnergo Energy Joint Stock Company consortium. The project covers nearly 100 hectares, has total investment of more than VND 178,000 billion, will be built over five years and is expected to enter operation at the end of 2030. Once operational, the plant will supply approximately 9.6 billion kWh per year in Phase 1 and 19.2 billion kWh per year in Phase 2, meeting the electricity demand of Tan Trao Industrial Park while adding substantial capacity to the national grid, helping regulate the power system and reduce dependence on traditional energy sources. The plant has a designed capacity of 4,800 MW (Phase 1: 1,600 MW; Phase 2: 3,200 MW) and is expected to be Vietnam’s largest thermal power plant under the Government’s Power Development Plan VIII, while also ranking among the world’s leading LNG gas-fired power plants.

Chairman Le Ngoc Chau of the City People’s Committee speaks at the groundbreaking ceremony.

Speaking at the ceremony, Chairman Le Ngoc Chau affirmed that, nine months after the establishment of the Southern Coastal Economic Zone of Hai Phong, the groundbreaking of two key projects with very large total investment demonstrated the city’s sound and outstanding investment-attraction policy. This was a concrete result of the resolute, coordinated and effective leadership and direction of the entire political system, while also putting into practice the four strategic pillars of development and Politburo Resolution No. 68 on developing the private economy in the area.

The Chairman stressed that the Southern Coastal Economic Zone of Hai Phong is oriented toward becoming a multi-sector, multifunctional integrated economic zone, developed under a green-growth and circular-economy model with a focus on sustainable development and key fields such as high technology, seaport services and modern logistics. In particular, the area will include a Free Trade Zone with breakthrough mechanisms and policies, creating conditions for Hai Phong to become a pioneering marine-economy centre and the growth locomotive of the city and the Red River Delta.

To realise this goal, the city has set important targets for the next term, including average annual GRDP growth of 13–14%; state-budget revenue of VND 245.5 trillion, including VND 122 trillion in domestic revenue; total social investment capital of VND 2.4 quadrillion; export turnover above USD 75 billion; approximately 87,000 operating enterprises by 2030; completion of 32,900 social housing units; and elimination of poor households before 2028.

Prime Minister Pham Minh Chinh presents gifts to the investor, contractors and construction units.

The Chairman of the City People’s Committee expressed his sincere thanks to the Government, the Prime Minister, central ministries and sectors, and city departments, sectors, authorities and residents of Kien Hung and Nghi Duong communes for creating favourable conditions, reaching consensus, providing support and handing over the site on time, enabling the two projects to break ground as scheduled. He also recognised and commended Vingroup and related units for their outstanding efforts in preparing and implementing investment procedures and site clearance.

To ensure early completion, the Chairman asked the investor of Tan Trao Industrial Park to concentrate maximum resources and strive to complete Phase 1 before the second quarter of 2030, ahead of the approved schedule. He also asked the Vingroup–VinEnergo Energy Joint Stock Company consortium to mobilise all resources with the highest determination to implement the Hai Phong LNG Thermal Power Plant and connect it to the national grid before 2030 as committed.

The City People’s Committee assigned the Hai Phong Economic Zone Authority (HEZA) to act as focal point and coordinate closely with departments, sectors and localities, regularly monitor and urge implementation, promptly remove difficulties and create the most favourable conditions for the projects to proceed on schedule. The city believes that, with their scale, location and integrated development orientation, these two strategic projects will create a new growth driver for Hai Phong and the northern region, help ensure energy security, promote the green transition and raise the standing of Hai Phong and Vietnam on the global economic map.

Prime Minister Pham Minh Chinh speaks at the groundbreaking ceremony.

Speaking at the ceremony, Prime Minister Pham Minh Chinh stressed that the country is pursuing two 100-year strategic goals amid many difficulties and challenges. It must therefore continue strengthening independence and self-reliance in all fields and develop rapidly yet sustainably in the spirit of the Politburo’s core resolutions. The Prime Minister said Hai Phong is one of the leading localities in innovation and a pioneer in many fields. The groundbreaking of these two key projects further affirms the city’s pioneering spirit, contributes to industrial development, selectively attracts foreign investment and promotes green energy and sustainable growth. He welcomed Hai Phong’s rapid and effective concretisation of the Party’s policies through timely implementation of the driving projects.

To ensure success, the Prime Minister asked the Government and central ministries and sectors to continue paying attention, providing support and creating favourable conditions for Hai Phong and the projects. He also asked Hai Phong to accelerate progress, direct implementation resolutely and strive to complete all items on or ahead of schedule. He asked Vingroup to promote a rapid and effective spirit and strive to bring the projects to completion at least one year ahead of schedule, contributing to a new development impetus for Hai Phong and the country./
