On the morning of November 1, Standing Vice Chairman of the Hai Phong City People’s Committee Le Anh Quan conducted an on-site inspection and chaired a meeting to hear reports on the situation and implementation progress of several industrial clusters in the city. Leaders of relevant departments and sectors, localities and enterprises also attended.

The delegation inspected the implementation progress of the An Phu Industrial Cluster technical-infrastructure construction investment project in Tran Lieu and Kinh Mon wards and heard reports on the implementation progress of the technical-infrastructure construction investment projects for the An Tho, Chien Thang, Dung Tien–Giang Bien and An Phu industrial clusters.

According to reports from the investors, several industrial-cluster projects in the city are currently focused on completing investment procedures and site clearance and preparing conditions for commencement in the coming period.
Specifically, the An Tho Industrial Cluster project is expected to commence in December 2025. The investor has completed the land-lease application dossier; An Hung Commune People’s Committee is expected to issue the land-allocation decision and construction permit in November 2025. However, the project’s environmental impact assessment report has not yet been approved.
For the Chien Thang Industrial Cluster project, site clearance has been completed, the city People’s Committee leased the land under Decision No. 2215 dated June 26, 2025, and approved the appraisal results of the environmental impact assessment under Decision No. 3190 dated August 7, 2025. The Department of Natural Resources and Environment issued the land-use-right certificate on September 25, 2025. The project also has a fire prevention and fighting appraisal certificate and an approved feasibility study report. The investor is completing the dossier to apply for a construction permit in An Hung Commune.

The Dung Tien–Giang Bien Industrial Cluster project has completed site clearance, environmental impact assessment approval, fire prevention and fighting appraisal and the land-lease decision. The investor is currently carrying out procedures to adjust the investment policy. Because the adjustment has not yet been approved, the feasibility study report has not been fully appraised or approved and the construction permit has not been issued. The project is expected to commence in December 2025.

The An Phu Industrial Cluster project continues to face site-clearance difficulties, with approximately 3.9 hectares of land and more than 400 scattered graves in the area still awaiting relocation. The project is expected to commence in December 2025 after site clearance is completed.

After the inspection and hearing reports at the meeting, Standing Vice Chairman Le Anh Quan asked the relevant departments and sectors to comprehensively review and assess industrial-cluster operations, paying particular attention to the environment, public security and order, and fire prevention and fighting. They must assess the conformity of the clusters with approved planning, attract investment in connection with sustainable and environmentally friendly development, and comply with the law.
The Standing Vice Chairman criticized and assigned responsibility to the investors of the An Tho and An Phu industrial clusters for failing to fully meet regulations. He asked the investors to urgently coordinate, mobilize resources and implement the remaining work in a synchronized manner to ensure the legal conditions for commencement.
Industrial clusters that have all the required conditions must urgently begin construction and prepare detailed implementation plans; those that do not yet meet the conditions must complete their dossiers and procedures so that construction permits can be issued soon.
The Standing Vice Chairman assigned Tran Lieu Ward People’s Committee to focus intensively on approving the site-clearance plan before November 10, 2025; strengthen communication and mobilization; and organize compensation payments in November 2025 to ensure the schedule. Departments and sectors must coordinate with the locality to complete planning and provide guidance and support for site clearance, to be completed before December 15, 2025./.
