As one of the country’s economic engines, Hai Phong faces a dual challenge: maintaining growth while meeting demanding standards for sustainable development. To address this challenge, the city is decisively implementing a broad digital transformation strategy in industrial parks, centered on Intelligent Monitoring and Operations Centers (IOCs), a solution expected to create a breakthrough in modern industrial management.
In the context of Vietnam’s commitment to achieving Net Zero by 2050 and new environmental (ESG) and carbon (CBAM) regulations in international markets, shifting to a smart and environmentally friendly management model has become mandatory. Seizing this trend, Resolution No. 03-NQ/TU of the Standing Committee of the Hai Phong City Party Committee clearly oriented the establishment and operation of IOC centers, turning pressure into a driver of development.
The IOC center is designed as a digital “brain” that integrates and analyzes data from the entire industrial park in real time. Through a dense network of IoT sensors, every indicator of air quality, wastewater composition, energy consumption and security is continuously monitored. The system will automatically send instant alerts whenever a parameter exceeds its threshold, helping management boards and enterprises respond promptly, optimize operating costs, reduce their carbon footprint and improve supply-chain efficiency.
Clear success has been demonstrated through two pioneering models, each with a distinct focus, proving the flexibility of the IOC solution. At Nam Cau Kien Industrial Park, where environmental data is updated every minute, including on the afternoon of October 13, 2025, the IOC is a core tool for realizing the “eco-industrial park” orientation and for strictly monitoring and ensuring green standards. Meanwhile, Japan–Hai Phong Industrial Park focuses on using the IOC to meet Japanese investors’ demanding requirements for efficiency and transparency, optimizing operations and saving energy by connecting directly to the city’s common management system, thereby creating a smart and highly competitive business environment.

The Hai Phong Economic Zone Authority plays a leading role in deploying and supervising IOC projects in industrial parks. With responsibility for managing and operating industrial parks, the Authority has actively connected, facilitated and supported enterprises throughout the digital transformation process. The success of IOC models at Nam Cau Kien Industrial Park and Japan–Hai Phong Industrial Park is not only the result of applying modern technology but also evidence of the Authority’s efforts to lead and implement a sustainable digital transformation strategy. These models have created a strong spillover effect, encouraging other industrial parks in the city to learn from and adopt similar smart-management models.

Deploying the IOC system creates powerful synergies, generating positive impacts from internal operations to international competitive advantages. At the operational level, the system helps enterprises directly reduce costs and raise productivity, while enabling management boards to strengthen monitoring effectiveness and proactively protect the environment. More importantly, the initiative and transparency created by the IOC have become a strategic competitive advantage. As global investors place increasing emphasis on sustainable development standards (ESG), the ability to meet and clearly demonstrate these requirements has helped Hai Phong affirm its position as a safe, responsible and highly promising investment destination, strongly attracting high-quality FDI.
