Results of Party building and socio-economic development in 2025

In 2025, Party building alongside political tasks was implemented seriously under democratic centralism and the working regulations. Party organization and membership work progressed actively, and the first Congress of the city People’s Committee Party Committee for the 2025–2030 term was successfully held.

The city established 54 affiliated grassroots Party branches and organizations and admitted 1,172 outstanding people. After the merger, socio-economic development maintained double-digit growth for the 11th consecutive year. State-budget revenue exceeded the estimate by 33.5%, while domestic investment attraction rose 8.3-fold year on year.

Key objectives and directions for 2026

For 2026, the city People’s Committee Party Committee set the goal of high and sustainable growth, with science, technology and innovation at the center. It will operate the two-tier local-government model effectively and build Hai Phong into a modern, civilized industrial seaport city.

In his direction, Le Ngoc Chau asked Party branches and organizations to follow the “six clear” principle: clear people, tasks, timelines, responsibilities, outputs and authority.

Key tasks in Q1 2026

Party building:

  • Issue a resolution leading the implementation of 2026 tasks.
  • Implement four thematic resolutions on Party-cell activities, political education, inspection and supervision, and government mass mobilization.
  • Transfer 15 affiliated Party organizations to ward Party Committees under Conclusion 208-KL/TW.
  • Strengthen Party development activities for the February 3 Party founding anniversary.
  • Communicate the results of the 14th National Party Congress.

Political tasks (11 priorities):

  1. Issue the 2026–2030 socio-economic development plan.
  2. Prepare the 2026 growth and public-investment disbursement scenarios.
  3. Adjust the city housing-development program for 2026–2030.
  4. Implement the e-commerce and international-integration development plan.
  5. Prepare the 2026–2030 new-rural development scheme.
  6. Improve the provincial competitiveness index (PCI).
  7. Maximize local strengths and create an attractive investment environment.
  8. Prepare the master plan for the Hai Phong Specialized Economic Zone.
  9. Advise on a digital-transformation resolution and an international marine science and technology center.
  10. Successfully organize elections for 16th-term National Assembly and People’s Council deputies.
  11. Build a “Socialist School” model and propose recognition of Cat Ba as a national tourism area.

At the conference, the Party Committee Standing Board presented certificates of commendation to 13 outstanding grassroots Party organizations in 2025 and 23 Party members who had excellently completed their tasks for five consecutive years.
