Successfully implementing the Party Congress Resolution for the 2020–2025 term

During the 2020–2025 term, with a spirit of unity, initiative and creativity, the Party Civil Affairs Committee, the Party Organisation of the Hai Phong City People’s Committee and, before the merger, the Party Organisation of the Hai Duong Provincial People’s Committee, now the Party Organisation of the Hai Phong City People’s Committee, upheld their responsibility and effectively led and organised the implementation of assigned political tasks. Subordinate Party committees and organisations followed the direction of the Party Central Committee, Government, National Assembly, ministries and sectors, and directly that of the Standing Committees and Executive Committees of the Hai Phong and Hai Duong Party organisations. They successfully implemented the resolutions of the 16th Hai Phong City Party Congress and the 17th Hai Duong Provincial Party Congress for 2020–2025, contributing to socio-economic development, strengthening national defence and security, and expanding local external relations. Average GRDP growth in 2021–2025 is expected to reach 11.39%; the economy in 2025 is estimated at VND 502,396.7 billion, 1.83 times the 2020 level. State-budget revenues and expenditures and investment attraction met or exceeded plans. Urban and rural infrastructure in both localities became increasingly modern and spacious.

Culture, tourism and festivals developed strongly and contributed two world natural heritage sites. Healthcare received increased investment, while inclusive and widespread social welfare led the country. External relations, integration, development cooperation and international economic integration expanded. Hai Phong maintained double-digit growth for 10 consecutive years; its provincial competitiveness index (PCI) and administrative reform index (PAR Index) consistently ranked among the national leaders. In 2024, Hai Phong ranked first nationwide in all three indexes: PCI, PAR Index and SIPAS. Investment attraction continued to deliver impressive results. Hai Duong achieved or exceeded 17 of 19 key targets; its PCI improved clearly each year and ranked 14th nationwide in 2024, 33 places higher than in 2020, while its SIPAS also remained among the high-ranking localities.

Party building made positive progress in all five areas of politics, ideology, ethics, organisation and personnel. Ideological and ethical work received attention; the Party’s principles were firmly upheld; organisation and personnel work followed procedures and regulations; and the Charter, organisational principles and Party activities, especially democratic centralism, were strictly observed. The quality of Party members and the leadership capacity and combat strength of grassroots Party organisations continued to improve. Party discipline was maintained, and democracy in Party activities within agencies and units and in relations with the people was expanded.

From the beginning of the term through February 2025, the two Party organisations held 35 political theory training courses for nearly 4,000 new Party members; 79 Party-awareness courses for more than 9,300 outstanding masses; sent 903 cadres and Party members to advanced and intermediate political theory courses; and admitted 5,054 new Party members, meeting the assigned target. The entire Party Organisation registered 945 “Mass Mobilisation” models, with good practices and initiatives in scientific research, teaching, production and business, and exemplary Party members creating a strong spread and helping agencies and units complete their political tasks.
