According to Resolution No. 226/2025/QH15 on piloting a number of special mechanisms and policies for Hai Phong’s development, adopted by the National Assembly on June 27, there are 6 policy groups and 41 policies in the fields of investment, finance, budget, planning and land, among others. The special policy on investment management places particular emphasis on resolving “bottlenecks” in administrative procedures to attract investment in seaport development, enabling the city to fully leverage its seaport potential and advantages and shorten investment-procedure timelines.

Under Clause 1, Article 4 of this Resolution, the city People’s Committee will approve investment policies for projects to build port berths and port areas with a scale of VND 2,300 billion or more. The procedures for approving and adjusting investment policies will be simplified, reducing the involvement of central agencies and saving 3–8 months compared with the current process.
Delegating authority to the city People’s Committee will shorten appraisal and approval times from 6–12 months to just 3–4 months. This will help improve the investment environment, attract more projects and increase the effectiveness of economic development.
With this delegation of authority, the procedural steps will be reduced from 3 to just 1–2, making things more convenient for investors and reducing the need for dossiers to circulate among multiple agencies. This policy will not only facilitate seaport projects but also improve transport infrastructure and enhance the city’s transport capacity.
Hai Phong Seaport is planned as one of the special seaports in Vietnam’s seaport system and plays an important role in the northern region. By 2030, Hai Phong Seaport is expected to handle between 175.4 million and 215.5 million tonnes of cargo, including 12.15 million to 14.92 million TEUs of containerized cargo. To achieve this goal, many projects will need concentrated investment, with estimated capital of up to approximately VND 78,028 billion, including investment in seaport and port-berth infrastructure.
