Announcement of the Decision Approving Adjustments to the General Construction Master Plan for Dinh Vu–Cat Hai Economic Zone through 2045

On the afternoon of October 10, the Hai Phong Economic Zone Authority held a conference to announce the Prime Minister’s Decision approving adjustments to the General Construction Master Plan for the Dinh Vu–Cat Hai Economic Zone through 2045.

The conference was attended by Mr. Nguyen Tuong Van, Deputy Minister of Construction; Mr. Le Trung Kien, Standing Committee Member of the City Party Committee and Head of the Hai Phong Economic Zone Authority; leaders of the Department of Planning and Architecture; representatives of relevant departments, sectors and localities; and infrastructure investors in industrial parks within the Dinh Vu–Cat Hai Economic Zone.

The conference announced Decision No. 2009/QD-TTg dated September 11, 2025, of the Prime Minister approving adjustments to the General Construction Master Plan for the Dinh Vu–Cat Hai Economic Zone through 2045.

Accordingly, the adjusted planning area covers approximately 22,540 hectares and comprises two main areas: Area 1, approximately 1,088 hectares, including Trang Due Industrial Parks 1, 2 and 3 in part of An Phong Ward; and Area 2, approximately 21,452 hectares, covering all of Nam Trieu Ward and parts of Thuy Nguyen, Hoa Binh and Bach Dang wards. It will be an integrated coastal economic zone and an important economic-development center of the northern coastal region and the country; an international trade gateway and a multi-sector marine economic center; and an economic zone with modern, synchronized technical and social infrastructure linked to environmental protection, sustainable development, national defense and security.

The spatial development orientation is divided into four main subzones: Subzone 1, the northern industrial-urban area of the Economic Zone, a new urban-development area linked to Hai Phong’s industrial center and tourism and fisheries services and the Gulf of Tonkin fishing grounds; Subzone 2, the Dinh Vu and Trang Cat peninsula industrial-service urban area, a maritime gateway and industrial-port center and a new driving center of the city and Economic Zone, including an international maritime-services center and commercial and financial centers; Subzone 3, the Cat Hai island industrial, service and urban area, an industrial and logistics-services center linked to Lach Huyen international port and a low-density service urban area; and Subzone 4, the Trang Due industrial area, a multi-sector industrial-development center along the industrial belt beside National Highway 10.

Deputy Minister of Construction Nguyen Tuong Van said the Prime Minister’s issuance of Decision No. 2009/QD-TTg approving the adjustments was important to Hai Phong’s development. It fully and creatively inherits the development views and orientations in the General Plan for Hai Phong City through 2040, with a vision to 2050, and meets the objectives, orientations and solutions of Politburo Resolution No. 45-NQ/TW on building and developing Hai Phong through 2030, with a vision to 2045, as well as national-level plans.

For the plan to be implemented effectively, the Deputy Minister hoped that Hai Phong City, the Authority, departments, sectors and localities would coordinate with relevant ministries and agencies to maximize the superior pilot mechanisms and policies under National Assembly Resolution No. 226/2025/QH15 dated June 27, 2025, on piloting specific mechanisms and policies for Hai Phong’s development. They should develop Hai Phong Free Trade Zone into an international-scale center for production, logistics, trade and services, high technology and finance; prepare a plan synchronized with investment in technical and social infrastructure in the Economic Zone; gradually develop it into an integrated, modern economic zone and an attractive destination for domestic and international investment; and review, adjust or newly formulate subzone and detailed plans consistent with the adjusted General Construction Master Plan through 2045 and applicable laws, orientations, functions, standards and regulations.

Mr. Le Trung Kien, Head of the Hai Phong Economic Zone Authority, speaks at the conference.

Speaking at the conference, Mr. Le Trung Kien said that after more than 15 years since its establishment in 2008, the Dinh Vu–Cat Hai Economic Zone had become Vietnam’s most successful coastal economic zone, a model for investment attraction and contribution to the city’s growth. Adjusting the General Plan was an inevitable and urgent requirement. It was not merely an update of data but an opportunity to optimize development space, completely resolve practical difficulties and obstacles, and synchronize the entire Economic Zone with national and Hai Phong development orientations in the new period. With these adjustments, Hai Phong will focus on developing logistics centers, reorganizing industrial land, transport systems and other matters, and will certainly achieve even greater success in attracting investment.
