11 of 12 socio-economic indicators meet or exceed the scenario

In Q1 2026, the city’s socio-economic situation remained stable and produced many positive results, creating an important foundation for achieving the 2026 development goals and tasks.

The 11 indicators expected to meet or exceed the scenario include: industrial production up 14.9% year on year; cumulative state-budget revenue through March 31 of VND58.460 trillion, equal to 30% of the central estimate and city People’s Council assignment, and 15.8% above the Q1 collection plan; realized investment capital estimated at nearly VND69.500 trillion, up 13.5%; exports estimated at USD12.1 billion, up 7.8%; port cargo throughput of 42.8 million tonnes, up 11.1%; and 2.8 million tourist arrivals, up 12.5% year on year.

Nguyen Ngoc Tu reporting
Nguyen Ngoc Tu, Party Committee member and Director of the Department of Finance, reports at the session.

By March 30, 2026, the city had disbursed VND8.399 trillion in public investment, equivalent to 21.7% of the capital plan assigned by the Prime Minister and 22.9% of the plan excluding 5% savings and on-lent ODA, exceeding the 18% scenario.

In Q1, the city attracted nearly USD964.7 million in FDI, up 87%, and VND44.137 trillion in domestic investment. It established 2,172 new enterprises with registered capital of VND15.781 trillion, up 42.4% in enterprise numbers and 29.1% in capital from the same period of 2025.

Dao Si Ngoc speaking
Dao Si Ngoc, General Director of the Traffic Works Investment and Construction Project Management Board, speaks at the session.

One important indicator is expected to miss the scenario: GRDP growth reached only 10.87%, compared with the Q1 scenario of 12%. This was due to continued global economic and political complexity and uncertainty, rising trade tensions affecting exports, imports and investment flows, and major fuel-price fluctuations in March…

For Q2 2026, the city targets economic growth of 13.85% year on year, state-budget revenue of VND93.81801 trillion, and completion of 988 social-housing units…

At the session, city leaders, departments and localities discussed state-budget collection, public-investment disbursement, site clearance for key projects, progress on partial planning adjustments, and preparations for the 2026 Red Flamboyant Festival in Hai Phong…

Striving to achieve the Q2 growth target of 13.85%

Le Ngoc Chau concluding the session
Le Ngoc Chau, Party Central Committee member, Deputy Secretary of the Party Committee and Chairman of the city People’s Committee, concludes the March regular session.

Concluding the session, Le Ngoc Chau said the city’s socio-economic development in March and Q1 2026 continued on a positive track and achieved many encouraging results.

Amid continued global complexity, to achieve the Q2 growth target of 13.85%, Chairman Le Ngoc Chau asked departments and localities to raise responsibility, urgently complete 16 items for the first session of the 17th city People’s Council for 2026–2031, and reach at least 40% public-investment disbursement. Planning and construction-investment procedures and investment attraction for industrial-zone and specialized-economic-zone housing projects must be accelerated. The city’s master plan should be completed and submitted to the Prime Minister for approval in 2026.

Delegates at the session
Delegates attend the city People’s Committee regular session.

The Chairman assigned the Department of Finance to advise on and report the implementation of National Assembly Resolution 226; review and advise the city People’s Committee on proposals to the National Assembly, Government and relevant ministries under General Secretary To Lam’s conclusion in Notice 27 dated March 18, 2026; promptly resolve stalled and delayed projects; handle surplus offices; and rebuild the public-investment disbursement plan and scenario to fit reality. The city’s 2026–2030 medium-term public-investment plan must also be reviewed and completed…

The Department of Construction must complete plans to renovate and rebuild old apartment buildings, accelerate the city master plan to 2050 with a vision to 2075, and submit it for Prime Minister approval in 2026. It must complete dossiers for partial adjustments to master plans reviewed by the Ministry of Construction and advise on groundbreaking and inauguration plans for works celebrating national reunification.

The Department of Agriculture and Environment must closely follow land-use-right auction and land-use-fee collection plans, striving to collect at least about VND6.600 trillion in Q2 2026, and prepare the city’s 2026 disaster-prevention plan and the 2026–2030 new-rural development scheme…

The Department of Industry and Trade must closely monitor enterprises and economic establishments, promptly propose solutions to remove difficulties, ensure sufficient electricity and fuel for production and daily life, and accelerate infrastructure investment for 24 industrial clusters under the scenario…

The Department of Culture, Sports and Tourism must successfully organize the 2026 Red Flamboyant Festival and activities marking major holidays in April and May. It must complete four sector schemes for city issuance in April 2026, promote the 2026 beach-tourism season and attract visitors safely, civilly and effectively…

Chairman Le Ngoc Chau stressed that Q2 2026 carries a very large workload while some Q1 indicators missed the scenario. The city has issued programs, plans and scenarios for growth, budget revenue and expenditure, and public-investment disbursement. All levels and sectors must therefore implement them decisively and effectively.

Party committees and leaders of departments, sectors, agencies and localities must act responsibly, urgently review, develop and implement Q2 plans under the “six clear” principle. They should be proactive and decisive, strengthen administrative discipline, promptly remove arising obstacles, avoid shifting or evading responsibility, ensure progress, quality and efficiency, and strive to achieve the highest possible results for Q2 and all of 2026.
