Working with Hai Phong, Prime Minister Le Minh Hung emphasized that Hai Phong must certainly be one of the provinces and cities leading the country and contributing to national growth-model renewal.
On the afternoon of June 1, Prime Minister Le Minh Hung, Head of Political Bureau Inspection and Supervision Team No. 4, chaired a conference to approve the draft report on the results of the second inspection and supervision round by the Political Bureau and Secretariat of the Party Central Committee of the Hai Phong City Party Committee Standing Committee.
According to the Prime Minister, Hai Phong is one of the provinces and cities that has achieved many positive results and developed valuable lessons that should be assessed and replicated.

The Prime Minister emphasized that Hai Phong must be one of the country’s leading localities
In particular, the city has proactively reduced and simplified administrative procedures far beyond the central government’s requirements. While the central government requires a 30% reduction, Hai Phong has proactively reduced them by up to 50%; compliance time is still being reviewed for further reduction.
“The central government builds institutions and policies, while localities implement them, but whether the business environment improves and attracts investors depends greatly on local administrative procedures and the implementation capacity of departments, sectors, communes and wards,” the Prime Minister emphasized.
Regarding economic growth, Hai Phong has achieved double-digit GRDP growth for many years; in 2025 it reached approximately 11.9%, ranking second nationwide. In the first quarter of 2026, the economy was estimated to grow by 11.21%. Although this did not meet the scenario target of 12%, it remained a very high figure, ranking third nationwide and first among the six centrally governed cities.
In particular, Hai Phong is among the five localities with the best economic governance quality in the country, according to the assessment of the Viet Nam Chamber of Commerce and Industry (VCCI).
The Prime Minister stated that, alongside its positive results, Hai Phong must frankly recognize its difficulties, challenges, limitations and issues requiring improvement.
Hai Phong Leads the Renewal of the Growth Model
Regarding economic growth, the head of government said Hai Phong could make better use of its potential and advantages to achieve stronger growth, while conducting a more thorough assessment of the sustainability of budget revenues.
“Hai Phong must certainly be one of the provinces and cities leading the country and contributing to national growth-model renewal, taking science and technology, innovation and digital transformation as the foundation in accordance with Resolution 57,” the Prime Minister emphasized. At the same time, the city should intensify investment attraction in high-tech fields linked to supply chains and technology transfer, and improve the capacity of domestic enterprises…
To achieve Hai Phong’s 2026 economic growth target of 13–14%, the Prime Minister said the city must decisively and effectively implement National Assembly Resolution 226 piloting specific mechanisms and policies for Hai Phong’s development, while proactively coordinating with central ministries and sectors to boldly propose amendments that create very strong mechanisms for Hai Phong’s development.
The Prime Minister also noted the need to urgently hand over the site for the Hai Phong gas-fired thermal power project and strongly develop infrastructure for key industrial zones and clusters such as Tien Lang 1, Nam Dinh Vu, and Xuan Cau Industrial Park and Non-Tariff Zone…
In addition, Hai Phong should develop a synchronized infrastructure system, especially railway projects passing through the city, Cat Bi International Airport’s Terminal T2, the Ninh Binh–Hai Phong expressway and Hai Phong’s East–West connecting road. The city should leverage its seaport strengths, build a modern logistics and marine-economy system with strong domestic and international connectivity, and soon complete procedures for constructing port berths in the Lach Huyen port area…
The Prime Minister also said Hai Phong should effectively implement the social housing program, especially rental housing, in accordance with the direction of General Secretary and President To Lam. The city should develop its human resources and establish mechanisms to attract high-quality talent…
