On the morning of February 27, Central Party Committee member and Minister of Transport Tran Hong Minh met with Hai Phong city leaders to discuss the development of transport and urban infrastructure. Deputy Minister of Transport Nguyen Xuan Sang, Deputy Minister of Construction Nguyen Tuong Van, and leaders of units under the Ministry of Transport also attended.

Leaders of Hai Phong city working with the delegation included Le Tien Chau, Central Party Committee member, Secretary of the Hai Phong Party Committee and Head of the Hai Phong National Assembly Delegation; Le Trung Kien, member of the Standing Committee of the Hai Phong Party Committee and Head of the Hai Phong Economic Zone Authority; Deputy Chairman of the city People’s Committee Nguyen Duc Tho; and leaders of the city’s departments…

At the meeting, Deputy Chairman of the city People’s Committee Nguyen Duc Tho highlighted several of Hai Phong’s socio-economic development achievements, the implementation of projects, and a number of proposals concerning the completion of the city’s transport and urban systems.

Accordingly, in 2024, the city continued to focus on transport infrastructure, particularly roads and regional connecting bridges; construction of deep-water port berths at Lach Huyen; calls for investors to study and invest in Nam Do Son Port and the Van Uc port area; coordination with ACV to implement projects at Cat Bi International Airport; and funding research and preparation of the Hai Phong International Airport master plan for 2021–2030, with a vision to 2050, in Tien Lang District.

Regarding railways, Hai Phong coordinated with the Ministry of Transport to complete the pre-feasibility study report for the Lao Cai–Hanoi–Hai Phong railway project and submit it to the National Assembly for approval of its investment policy. In particular, Hai Phong took the lead in contributing nearly VND 11 trillion from the city budget to implement the section running through the city.

State management in transport, drivers and vehicles, vehicle inspection, and the inspection and handling of violations of road traffic safety and order has been strengthened. Traffic safety conditions improved across all three criteria.

However, Hai Phong’s transport infrastructure still has many shortcomings: roads and intersections around the seaport area remain narrow; the city’s ring-road system has not been fully developed; the old railway system is not connected to seaport areas such as Dinh Vu, Lach Huyen and Nam Do Son ports; and inland waterways have not yet fully served their role in reducing the load on roads, which carry more than 80% of the cargo traffic through the ports.

On that basis, Hai Phong made a number of proposals and recommendations to the Ministry of Transport to complete its transport and urban infrastructure system.

Representatives of units under the Ministry of Transport speak at the meeting

At the meeting, leaders of units under the Ministry of Transport directly responded to Hai Phong and provided guidance on the steps related to its proposals and recommendations. Deputy Minister of Transport Nguyen Xuan Sang and Deputy Minister of Construction Nguyen Tuong Van directly analyzed and clarified several issues concerning the procedures for implementing the projects proposed by Hai Phong.

Minister of Transport Tran Hong Minh acknowledged and highly appreciated Hai Phong’s development in recent years, especially its advantages, position and urban transport infrastructure. Minister Tran Hong Minh emphasized that Hai Phong plays a particularly important role for the provinces in the region and for the country as a whole. Supporting investment and creating conditions for Hai Phong’s development is the responsibility of the ministries and sectors, including the Ministry of Transport at present and the Ministry of Construction in the coming period. Minister Tran Hong Minh affirmed that the Ministry of Transport and the Ministry of Construction would give special attention and create every condition for Hai Phong to develop, not only for Hai Phong but also for the region and the country.

With this spirit, Minister Tran Hong Minh listened to each of Hai Phong’s proposals, asked leaders of the relevant units to state their opinions and positions, and directly concluded the issues.

Accordingly, the Minister agreed in principle to study and invest in Tan Vu–Lach Huyen Bridge 2, its approach roads and interchange during the preparation of the feasibility study report for the Lao Cai–Hanoi–Hai Phong railway project; complete National Highway 10 from Kien Bridge to Quan Toan Overpass; develop a plan to build B49 Bridge on National Highway 10 over the Hanoi–Hai Phong Expressway; build an overpass at the intersection of National Highway 10 and District Road DH.31; and expand the intersection between National Highway 10 and the Hanoi–Hai Phong Expressway at the An Lao toll station.

The Minister also supported accelerating the Ninh Binh–Hai Phong Expressway project through Hai Phong and the 9-kilometer section in Thai Binh Province; gave specific guidance on solutions to remove difficulties from the BOT coastal road project; and supported the procedures to upgrade the coastal road into an expressway, ensuring compatibility with the Ninh Binh–Hai Phong Expressway.

Regarding Hai Phong’s proposals for an interchange connecting the Hanoi–Hai Phong Expressway with the arterial road leading to Trang Cat Urban and Service Area; coordination on the Lao Cai–Hanoi–Hai Phong railway section through Hai Phong and the early handover of the scope and boundary markers for site clearance; and dismantling and relocating the railway and railway station at Hoang Dieu Port to implement the Nguyen Trai Bridge investment and construction project, the Minister basically agreed and assigned the relevant units to coordinate directly with Hai Phong.

Matters that could be approved were to be handled in March, while matters requiring opinions from ministries and sectors were also to be expedited, with all efforts directed toward Hai Phong’s development.

Hai Phong Party Committee Secretary Le Tien Chau speaks at the meeting

Le Tien Chau, Secretary of the Hai Phong Party Committee, respectfully thanked Minister of Transport Tran Hong Minh, the Ministry’s leaders and its affiliated units for their attention to Hai Phong. The city will fully absorb the opinions expressed at the meeting, assign focal-point departments and sectors to coordinate closely with the Ministry of Transport at present and the Ministry of Construction in the coming period, and continue completing its transport and urban infrastructure system, contributing to Hai Phong’s continued high growth as the country enters a new era.
