On the morning of 22/3/2025, the Party Committee of the Hai Phong Economic Zone Authority solemnly held a conference to announce decisions on establishing affiliated Party organizations. The conference was held to consolidate the Party organization within the Authority’s system and ensure the Party’s unified and comprehensive leadership in managing and directing the development of industrial parks and economic zones in the city.
Consolidating the Party organization within the Hai Phong Economic Zone Authority

The conference was chaired by Comrade Le Trung Kien, Member of the Standing Committee of the City Party Committee, Secretary of the Party Committee and Head of the Hai Phong Economic Zone Authority. Participants included Comrade Pham Quang Sang, Deputy Secretary of the Party Committee of the Hai Phong City People’s Committee, representatives of affiliated Party organizations, and leaders of enterprises, industrial parks and economic zones.
At the conference, a representative of the Party Committee of the city People’s Committee announced the decision to establish the Party Committee of the Hai Phong Economic Zone Authority under the Party Committee of the city People’s Committee, based on the transfer of the organization from the Party Committee of the Hai Phong Economic Zone. Under the decision, the Party Committee of the Hai Phong Economic Zone Authority comprises 5 sectional Party committees, 88 affiliated Party cells and a total of 1,185 Party members.

The conference also announced decisions on Party Committee leadership personnel for the 2020–2025 term. The Party Committee Executive Committee comprises 15 comrades, including 5 members of its Standing Committee. Comrade Le Trung Kien was appointed Secretary of the Party Committee of the Hai Phong Economic Zone Authority. Comrade Dao Phu Thuy Duong, Member of the City Party Committee and Deputy Head of the Hai Phong Economic Zone Authority, was appointed Deputy Secretary of the Party Committee.
The Party Committee also announced the decision to establish its Inspection Commission for the 2020–2025 term, with Comrade Nguyen Quang Minh, Deputy Head of the Hai Phong Economic Zone Authority, serving as Chairperson of the Inspection Commission.
Establishing sectional Party committees at enterprises and industrial parks

To strengthen the Party’s direct and comprehensive leadership in activities at industrial parks and economic zones, the Party Committee of the Hai Phong Economic Zone Authority announced decisions establishing affiliated sectional Party committees, including: Sectional Party Committee of the Japan–Hai Phong Industrial Park: 365 Party members, 26 affiliated Party cells; Sectional Party Committee of the Nam Cau Kien Industrial Park: 43 Party members, 4 affiliated Party cells; Sectional Party Committee of Saigon–Hai Phong Industrial Park Joint Stock Company: 35 Party members, 2 affiliated Party cells; Sectional Party Committee of Regina Miracle International Vietnam Company Limited: 132 Party members, 5 affiliated Party cells; Sectional Party Committee of LG Display Vietnam Hai Phong Company Limited: 48 Party members, 4 affiliated Party cells.
In addition, many other affiliated Party cells were established in accordance with regulations and the political task requirements of the relevant units and enterprises.

Speaking at the conference, Comrade Le Trung Kien emphasized that establishing the Party organization within the Hai Phong Economic Zone Authority was an important development step, ensuring the Party’s continuous leadership in directing and managing socio-economic development in industrial parks and economic zones. He called on all officials and Party members in the Party Committee to soon stabilize the organizational apparatus and immediately begin their work, while urgently developing regulations, programs and work plans suited to the new organizational model, ensuring timeliness and effectiveness.
He also requested that the advisory and support apparatus for the Party Committee continue to be streamlined and strengthened for greater effectiveness, serving the leadership and direction of economic development tasks in industrial areas and economic zones under the new circumstances.
First meeting of the Executive Committee
Immediately after the announcement conference, the Executive Committee of the Party Committee of the Hai Phong Economic Zone Authority held its first meeting and approved the draft working regulations of the Executive Committee, the draft assignment of duties to Executive Committee members, and the 2025 work program.
This event marked an important step in organizational consolidation, laying a foundation for the Party Committee of the Hai Phong Economic Zone Authority to continue promoting its leadership role, accompany the strong and sustainable development of industrial parks and economic zones, and make a positive contribution to the overall socio-economic development of Hai Phong City.
