On March 20, 2025, an important meeting took place at the headquarters of the Hai Phong Economic Zone Authority (HEZA) between HEZA leaders, LHF, and Beibu Gulf Port Group Co., Ltd. of China. The meeting addressed difficulties and discussed directions for implementing strategic cooperation plans in the coming period.
In February 2025, LHF signed a Cooperation Agreement with Beibu Gulf Port Group Co., Ltd. to study investment in seaport and industrial-park development in Hai Phong, witnessed by the Secretary of the Hai Phong City Party Committee and the Secretary of the Party Committee of Guangxi Zhuang Autonomous Region. After the signing, the two companies quickly began implementing the agreement’s specific contents, including surveying the investment environment and working with local authorities.

Meeting overview
The business delegation expressed particular interest in Hai Phong’s investment environment and incentives, as well as the potential for developing the region’s seaport and logistics infrastructure. The parties discussed in depth the planning and potential of deep-water ports in Hai Phong, especially cooperation to upgrade and expand the port system in anticipation of rising international cargo-transport demand.
Another key topic was the plan to develop the Lao Cai–Hanoi–Hai Phong intermodal railway. The railway will play a crucial role in connecting Hai Phong with northern economic centers and southwest China through the Lao Cai–Hekou economic corridor. Businesses highlighted its strategic role in optimizing logistics costs, strengthening multimodal connectivity (sea–road–rail), and increasing the attractiveness of industrial parks in the region.
Bui Ngoc Hai, a HEZA leader, listened and directly provided thorough answers to the delegation’s questions and recommendations. He also shared Hai Phong’s orientation for developing industrial parks and economic zones, focusing on high-tech industry, modern logistics, seaport infrastructure, and multimodal transport.
The meeting was open, candid, and highly constructive. The authority’s enthusiasm and support helped the businesses better understand the city’s development potential and the specific assistance available from the authorities during investment implementation.
The meeting was not only a bridge between the authorities and investors but also opened practical cooperation opportunities, supporting sustainable development in Hai Phong as a dynamic city gradually affirming its position as a leading industrial, logistics, and trade center in northern Vietnam.
