(Haiphong.gov.vn) – On the morning of May 6 in Hanoi, the Vietnam Chamber of Commerce and Industry (VCCI) held a ceremony to announce the 2024 Provincial Competitiveness Index (PCI). PCI 2024 marks the 20th anniversary of the index’s creation and publication in Vietnam.

Representing Hai Phong at the ceremony were Le Tien Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee and Head of the city’s National Assembly delegation; and Le Anh Quan, Member of the Standing Committee of the Hai Phong Party Committee and Standing Vice Chairman of the city People’s Committee. Leaders of several relevant departments and sectors were also present.

In 2024, for the first time, the city was recognized and assessed by the business community as the top-ranked locality among provinces and cities in the PCI, after 07 years in the national Top 10. With this result, in 2024 Hai Phong proudly ranked first in three prestigious indicators of administrative reform and improvement of the investment and business environment: the 2024 Provincial Competitiveness Index (PCI), the 2024 Public Administration Reform Index (PAR Index), and the 2024 Satisfaction Index of Public Administration Services (SIPAS).

Speaking at the ceremony announcing the 2024 PCI, Party Committee Secretary Le Tien Chau affirmed that, from the beginning of the term, Resolution No. XVI of the city Party Congress identified improving the investment and business environment—with a focus on administrative procedure reform, e-government development and improving the quality of public service—as a breakthrough solution for achieving high growth and completing socio-economic tasks.
The city has issued many specific administrative reform plans and strictly implemented the assignment and delegation of tasks linked to individual responsibility according to the principle of “clear people, clear work, clear time, clear responsibility, clear products and clear authority.” In addition, the city administration regularly holds dialogues with domestic and FDI business communities to listen to and resolve difficulties, while actively supporting enterprises in digital transformation.
In particular, in 2024 Hai Phong completed 100% of administrative procedure processing at its One-Stop Shop; fully publicized the list of administrative procedures on the online system; waived or reduced many fees and charges for online public services; and deployed a dedicated network to ensure connectivity between 100% of communes and wards and the information system for resolving administrative procedures. These efforts made an important contribution to building a modern, transparent and effective digital government.
The Party Committee Secretary emphasized that the PCI has become an important tool helping Hai Phong renew its governance mindset, improve management effectiveness, spread reform experience and reflect the voice of the business community. It also provides a basis for the city to promptly assess and adjust solutions to improve the investment and business environment. Thanks to reform efforts linked to higher PCI and administrative rankings, Hai Phong rose into the Top 5 localities with the largest economies in the country in 2024 and maintained double-digit GRDP growth for 10 consecutive years. State budget revenue exceeded VND 100,000 billion from 2022 and continued to rise. During 2021–2024, the city consistently ranked among the Top 5 localities attracting the most FDI nationwide.
In the coming period, Hai Phong will focus on implementing 7 strategic orientations to create breakthroughs in administrative reform, economic development and modern urban construction. The city will accelerate digital transformation and build digital government, while restructuring the administrative apparatus effectively after the merger of provincial-level administrative units, ensuring uninterrupted service for residents and businesses. The target is GRDP growth of 12.5% in 2025 and 15–16% during 2026–2030. The city will proactively replan its development space under an integrated polycentric–industrial–service urban model, creating growth momentum in both the inner city and suburban areas. It will synchronously develop strategic infrastructure, prioritizing completion of Lach Huyen Port and investment in Nam Do Son Port, Tien Lang International Airport, high-speed rail and digital infrastructure covering the commune level, creating a foundation for the digital economy. Hai Phong will build an open development institution and proactively propose new special mechanisms to the National Assembly to replace Resolution No. 35. The city is also studying the establishment of a new-generation free trade zone in 2025 under the internationally standardized model of “one declaration, one inspection and one approval.” It will promote science and technology, innovation, digital transformation and green transformation, particularly in the Southern Coastal Economic Zone toward an ecological, high-tech model. At the same time, the city will strengthen support for private enterprises to participate more deeply in global supply chains.
Hai Phong will focus on training and attracting high-quality human resources and building an attractive living environment with an integrated education–healthcare–service ecosystem. The city aims to develop a modern urban area rich in the cultural identity of the Port City, the Red Flamboyant City and the Heroic City. It will also continue to renew governance and administration and improve the quality of the PCI. The city is broadly implementing the DDCI Index to assess the competitiveness of departments, sectors and localities, considering the results an important criterion in evaluating and rewarding officials./.
