On the afternoon of May 16, the Hai Phong Economic Zone Authority (HEZA), in coordination with the Vietnam Oil and Gas Low-Pressure Gas Distribution Joint Stock Company (PV GAS D), held a discussion on “Energy transition for sustainable development in Hai Phong’s industrial parks and economic zones.”

Le Trung Kien, Head of the Hai Phong Economic Zone Authority, speaks at the discussion on “Energy transition for sustainable development in Hai Phong’s industrial parks and economic zones.”
Speaking at the discussion, Le Trung Kien, Head of the Hai Phong Economic Zone Authority, emphasized that energy transition is an inevitable and urgent requirement. It arises not only from Vietnam’s commitment at COP26 but also from the practical needs of every business, industrial park and economic zone in Hai Phong.
Increasing the use of LNG

Businesses share clean-energy transition solutions
Green and sustainable economic development is a strategic direction and an inevitable path for Hai Phong as it integrates internationally and responds to climate change. The port city aims to build industrial parks (IPs) and economic zones (EZs) that are not only modern but also integrated under a “green” model. To realize this vision, Hai Phong is developing specific solutions for environmentally friendly industry, efficient resource use, lower carbon emissions and the attraction of high-quality investment.
Hai Phong is proud to be one of the country’s leading localities in green transition activities in IPs and EZs. Notable examples include DEEP C Industrial Park and Nam Cau Kien Industrial Park, both of which have actively applied green standards. In addition, the establishment of a southern coastal EZ oriented toward becoming a green EZ, together with the development of new IPs under the eco-industrial park model, demonstrates the city’s strong determination.
Energy transition is not only a production requirement arising from Vietnam’s strong commitment at COP26; it is also a practical and urgent need of businesses and each IP and EZ to improve competitiveness and meet international market requirements. Hai Phong has begun establishing criteria for clean and renewable energy use and environmentally friendly solutions in its eco-industrial parks and green EZs.
As part of emissions reduction and the transition of energy services, increasing the use of natural gas (including liquefied natural gas – LNG) has been identified as a leading solution. Natural gas has a major advantage over coal because it produces approximately half as much CO2. This trend has been demonstrated globally; countries such as the United States, China, Japan and Korea have strongly promoted the use of gas for power generation and industry to reduce carbon emissions and contribute to climate action. Natural gas is also in use in Vietnam, and Hai Phong is actively harnessing this clean energy source to promote sustainable development in its key IPs and EZs.
Hai Phong proactively leads the trend: advancing energy transition for sustainable development
Recognizing the importance and urgency of energy transition, Hai Phong is creating strong momentum in this green race. The aim is to build consensus and inspire action among businesses and management agencies, laying a firm foundation for the next steps in delivering energy transition across IPs and EZs.

Discussion on “Energy transition for sustainable development in Hai Phong’s IPs and EZs.”
During the discussion, business representatives, energy suppliers, leading experts and managers openly exchanged views on the opportunities and challenges posed by energy transition. Participants agreed that, in the current context, shifting from high-emission conventional fuels to liquefied natural gas (LNG) and renewable energy is a clear and indispensable trend for the city’s green and sustainable development.
However, this process presents significant challenges for businesses, particularly in financial resources, technical infrastructure investment and access to new technologies. In response to regulations and practical requirements, Hai Phong has taken decisive action. With “Green Transition” identified as a central goal for 2025, the city is developing coordinated solutions to reduce greenhouse gases effectively and realize the national target of net-zero emissions by 2050. This transition will also be decisive in improving the competitiveness of businesses operating in the city.
To ensure an abundant and stable energy supply for sustainable development in IPs and EZs, Hai Phong is committed to investing strongly in renewable and clean-energy infrastructure. In addition to infrastructure investment, the Hai Phong Economic Zone Authority will proactively advise and propose that the city and central agencies issue incentive mechanisms and policies and provide support for businesses adopting advanced approaches to energy transition and clean-energy use. This will help reduce initial costs and encourage the business community to join this comprehensive and energetic green-transition journey.
The discussion was considered a practical step, affirming Hai Phong’s proactive approach in the green-transition race. The working session not only created a firm foundation for upcoming action tools but also spread awareness and environmental responsibility throughout the business community. This will be decisive in improving competitiveness and positioning Hai Phong in the era of sustainable development.
