On the morning of May 30, a Hai Phong delegation led by Le Trung Kien, Member of the Standing Committee of the Hai Phong City Party Committee and Head of the Hai Phong Economic Zone Authority (HEZA), held a working session with the Yen Bai Department of Education and Training on a program to support foreign-language training and introduce, connect and recruit Yen Bai workers for employment in Hai Phong.
During the 2023–2024 and 2024–2025 academic years, schools in Hai Phong voluntarily brought knowledge to students in the highland areas of Yen Bai. Nearly 3,000 online English lessons were delivered at 14 schools in Tram Tau and Mu Cang Chai districts and Nghia Lo town. In addition to providing experienced and dedicated teachers, Hai Phong supported essential facilities such as televisions, computers, cameras, internet connections, uniforms, books, notebooks and desks, ensuring the best conditions for online learning.
Cooperation in vocational training is also producing significant results. Many vocational and continuing-education institutions in Yen Bai have established strategic partnerships with leading businesses in Hai Phong, including LG Electronics Vietnam–Hai Phong Co., Ltd.; LG Display Vietnam–Hai Phong Co., Ltd.; Heesung Electronics Vietnam Co., Ltd.; and Jasan Vietnam Co., Ltd.

The Hai Phong delegation led by Le Trung Kien, Member of the Standing Committee of the Hai Phong City Party Committee and Head of the Hai Phong Economic Zone Authority (HEZA), works with the provincial Department of Education and Training.
This cooperation not only gives teachers access to new technology but also organizes internships and practical training at businesses for students, while supporting counseling and recruitment after graduation. The goal is to narrow the gap between schools and businesses and train high-quality human resources that meet actual market needs.
At the working session, Le Trung Kien shared information about Hai Phong’s strong economic development and substantial demand for human resources. The city is implementing many attractive policies to attract and retain workers. One notable policy is free vocational training support for pupils and students. In particular, if they commit to working in Hai Phong for at least five years, trainees will receive support to purchase social housing, and the city will subsidize 1–2% of the home-purchase loan interest rate. This is a significant effort to help workers establish stable homes and careers.

Delegates
Delegates from both localities frankly discussed advantages and difficulties and made many practical proposals: expand and prioritize support for online English teaching at ethnic boarding schools and upper-secondary schools in remote areas that lack qualified English teachers; Proposes that vocational education institutions sign cooperation memoranda to improve the effectiveness of enrollment and training; and strengthen communication to change learners’ perceptions and create a stable enrollment pool for vocational training institutions.
