On the morning of June 10, the Thuy Nguyen City People’s Committee held a thematic conference on “An overview of AI technology and practical experience in applying AI”.
The “AI Hai Phong” application is a technology solution developed by HeyU Technology JSC, with the goal of applying artificial intelligence to improve the efficiency of state management and the quality of services for residents and businesses. The application is built around three specialized virtual-assistant platforms: AI Assistant for residents: providing official information, supporting access to public services, and answering questions about the city’s socio-economic sectors. AI Assistant for officials, civil servants and public employees: supporting professional tasks such as document management, information retrieval, report drafting, document summarization, and updating new regulations and policies. AI Assistant for leaders: providing tools for data analysis, monitoring press information and public opinion; identifying and issuing early warnings about negative information, and effectively supporting direction and administration.
At the conference, Pham The Anh, CEO of HeyU Technology JSC, introduced delegates to an overview of “AI Hai Phong”. User guidance for the AI Assistant for residents included searching for information with AI, consulting across multiple fields through digital utilities, submitting written and voice feedback and recommendations (PAKN), and using digital-government functions to interact with the entire population. Guidance for the Officials AI Assistant System covered uploading documents, records and personal data; preparing documents, plans, reports and speeches; summarizing document content; searching document records; and using a shared AI digitized document repository for the unit. The system also receives and processes PAKN and responds to PAKN with AI support. Guidance for the Leaders AI Assistant System covered analyzing public opinion in the press and on social media to filter positive and negative news; supporting the writing of communications articles to rebut misinformation; and supporting leaders in decision-making.
Speaking at the conference, Nguyen Trung Hieu, Vice Chairman of the Thuy Nguyen City People’s Committee, said that implementing “AI Hai Phong” is not only a technological step but also a strategic solution aimed at specific goals: simplifying access to information and public services, saving time and costs, and helping build a transparent and friendly service-oriented government; optimizing work processes, reducing the administrative workload, and improving the productivity and quality of advisory and synthesis work; strengthening analysis and forecasting capacity and supporting data-driven decision-making, ensuring that directives are issued promptly and accurately.
Putting artificial intelligence into practice is an inevitable requirement in the process of building digital government. This is an opportunity to create a modern, professional and effective administration that meets the sustainable-development needs of administrative units at all levels in the new phase./.
