Overview of the conference at the Hai Phong connection point.

In his concluding remarks, speaking on behalf of the Politburo and the Central Steering Committee, Permanent Secretary of the Secretariat Tran Cam Tu emphasized that, to concretize Politburo Resolution No. 57, the Central Steering Committee had issued 2 plans for implementation. He asked leaders of central committees, ministries and sectors, as well as local leaders, to study these plans and implement them seriously, effectively and promptly.

Permanent Secretary of the Secretariat Tran Cam Tu emphasized that Plan 02 was issued as the entire political system was actively and resolutely implementing major policies on streamlining and reorganizing the political system’s apparatus and on digital transformation, in order to meet requirements for interoperable and synchronized digital infrastructure, digital data and online public services, thereby serving people and businesses more promptly and effectively. He also noted that, in recent times, streamlining and reorganizing the political system’s apparatus and organizing a two-tier local government have been major and breakthrough policies. This is not merely a requirement to streamline organizations; more importantly, it requires renewing the Party’s leadership methods, enhancing the Party’s leadership and governing capacity, and improving the effectiveness and efficiency of the political system. Digital transformation is the breakthrough tool for reorganizing all operations of the apparatus on the foundations of digitization, digital data and digital interaction.

To successfully implement the plan, Permanent Secretary of the Secretariat Tran Cam Tu asked leaders at all levels and the entire political system to thoroughly grasp the viewpoints, objectives and highly specific tasks, comply with the completion timelines and strictly implement the requirements. In particular, he called for emphasizing the role and responsibility of heads, including Party Committee Secretaries, Chairpersons of People’s Committees, ministers and heads of central agencies, in formulating and approving implementation plans for their agencies and localities; directly directing and monitoring implementation; and taking full responsibility before the Central Steering Committee, the Politburo and the Secretariat for the results.

The Permanent Secretary of the Secretariat required information systems and databases to be synchronized, interoperable and unified, and databases to be developed according to the principles of connection, sharing and common use. The silo mentality and monopolization of information and data must be firmly eliminated, as must fragmented, poorly connected and ineffective investment. People and businesses must remain at the center. The highest objectives are to simplify procedures, shorten processing times, reduce costs and improve the satisfaction of people and businesses. Technical platforms and electronic processes must provide practical, easy-to-use and accessible services.

Permanent Secretary of the Secretariat Tran Cam Tu asked central committees, ministries, sectors and localities to strictly carry out the tasks assigned in the implementation roadmap of Plan 02 of the Central Steering Committee. The Central Organization Commission and the Party Central Committee Office must promptly and fully issue regulations on organizational structures and Party administrative procedures, ensuring synchronized implementation from July 1, 2025. Ministries and sectors must complete the publication of administrative procedure catalogues, restructure processes, and connect and share data.

Permanent Secretary of the Secretariat Tran Cam Tu asked provincial and municipal Party Committees and People’s Committees of centrally governed provinces and cities to proactively direct organizational arrangements, assign clear and unified focal points, and ensure that the system for handling administrative procedures under the two-tier model is deployed effectively, smoothly and without interruption. They must closely coordinate with the Standing Office, the Working Group assisting the Central Steering Committee and relevant units to promptly resolve difficulties, shortcomings and issues arising during implementation.

The Standing Office of the Central Steering Committee must closely monitor progress and promptly advise on handling arising issues; summarize and substantively evaluate implementation results; and coordinate with Party Committees and the Central Inspection Commission to conduct regular and periodic inspections and supervision.

Permanent Secretary of the Secretariat Tran Cam Tu also affirmed that the tasks and workload are very large, the requirements are very high and the timeframe is very short. He called on everyone to seriously embrace the Central government’s direction, promote a sense of responsibility, act decisively and successfully implement this important plan, contributing to the comprehensive and successful implementation of Politburo Resolution No. 57./.
