Deputy Prime Minister Tran Hong Ha has just signed Decision No. 1459/QD-TTg establishing the Hai Phong Economic Zone Authority (HEZA).
To optimize state management and support businesses, Hai Phong decided to establish the new Hai Phong Economic Zone Authority (HEZA) by merging the Economic Zone Authority and the city’s Industrial Park Management Authority.
The new operating mechanism has the following highlights:
- A single management focal point: The new Authority will take comprehensive responsibility for state management of industrial parks and economic zones in Hai Phong.
- Comprehensive support services: In addition to management, the Authority will serve as a center providing comprehensive support and other services related to investment and production activities.
- Clear legal status: Reporting to the city People’s Committee, with legal-entity status and its own seal, the Authority has full authority to perform its duties. Its financial resources are allocated from the state budget according to plan.
The establishment of a centralized, specialized management agency is expected to simplify administrative procedures, improve the investment environment and create strong momentum for the development of businesses in Hai Phong, helping affirm the city’s position as an economic center of the region.
