During the first week of operating the two-tier local government model in 114 communes, wards and special zones across Hai Phong, localities initially met the requirements for handling administrative procedures for residents and businesses.
From July 1, 2025, to the morning of July 5, the Ngo Quyen Ward Public Administration Service Center received and processed 1,183 dossiers.
The center assigned staff to help residents take queue numbers and guide them through procedures. In its first week, many residents came to complete procedures, but the center’s officials and civil servants processed them quickly and promptly, ensuring smooth administrative operations without congestion or delays.

Ngo Quyen Ward processed 1,183 dossiers after more than four days operating under the new government structure.
Ngo Quyen Ward also established a consultation and legal-aid team to guide, assist and resolve issues for citizens facing difficulties during administrative procedures, especially elderly citizens. Since its establishment, the team has provided at-home assistance to two elderly and frail people who could not travel.
The center also assigned staff to answer the hotline 02253.666.122, providing guidance and explanations to citizens with questions about administrative procedures. Civil servants were assigned to answer residents’ questions through the official fanpage of Ngo Quyen Ward, Hai Phong.
In addition to Ngo Quyen Ward, many public administration service centers in Hai Phong recorded a sharp increase in the number of residents completing administrative procedures during their first five days of operation.

The Le Chan Ward Public Administration Service Center served more than 500 citizens per day on average.
At the Le Chan Ward Public Administration Service Center, the ward arranged 12 counters staffed by 22 officials and civil servants working at full capacity. Implementing the two-tier local government model significantly changes the functions and duties of communes and wards. Although carried out urgently, with a large workload and limited facilities, localities have worked to ensure that administrative-procedure processing continues without interruption.
The Secretary of the Hai Phong Municipal Party Committee shared the initial difficulties faced by localities during the transition and asked each locality to promote its sense of responsibility and proactively overcome difficulties to provide the best service to residents and businesses.
He also asked localities to review and assess the capacity of officials, civil servants, public employees and workers according to their positions, then arrange suitable work. Units performing well should build on their strengths, while those not yet meeting requirements should organize training and improve professional qualifications.

Do Manh Hien, Standing Deputy Secretary of the Hai Phong Municipal Party Committee, speaks with staff receiving administrative dossiers at the Nguyen Giap Commune Public Administration Service Center.
These are initial results. Hai Phong is expected to develop on a par with leading Asian cities; become a modern international seaport city and a national leader in industrialization and modernization; and serve as an internationally significant center of economy, culture, education, training, science and technology.
Therefore, alongside quickly consolidating and stabilizing the organizational structure and carrying out personnel work well, the city must immediately focus on socioeconomic development and national defense and security.
Given the city’s development requirements in the coming period, much work remains, and alongside favorable conditions there are many difficulties and challenges.
To realize the stated goals and meet the needs of residents and businesses, localities must continue to focus more strongly on effective task implementation, without hesitation or waiting, to seize every new opportunity.
At the same time, they must continue renewing their thinking and approach, think big and act boldly; remove and reduce unnecessary or merely formal work and procedures; streamline operations and focus time on practical work and tasks capable of producing the greatest results.
